Duties

MAJOR DUTIES: Management of electrical providers (i.e. Pacific Gas and Electric and Southern California Edison) in the park and administrative site. Management of telephone, cell, internet, and wireless providers (i.e. Verizon, AT&T, AT&T Wireless, T-Mobile, and others) in the park and administrative sire. Manage private permitees utilizing federally owned land in the El Portal Administrative Site (i.e. Old El Portal). Manage private landowners within Yosemite National Park (i.e. Wawona, Foresta, Aspen Valley). This position is organizationally located in the Superintendent's Office of Yosemite National Park. The incumbent reports to the Chief of Staff. The Superintendent delegates responsibility for the Park's land resources (or lands) and utility providers to the incumbent. The incumbent is the Park's point of contact with the four gateway Counties relative to these areas of responsibility. The Park's land resources include: Federally-owned land within the Park Federally-owned land within the Administrative Site Privately-owned land within the park (i.e. inholdings in Wawona, Foresta, and Aspen Valley) Privately owned developments/housing immediately adjacent to the park under County jurisdiction (Fish Camp, Yosemite West, Yosemite View Lodge in El Portal) Rights-of-way permits for utility providers Contiguous lands identified for potential exchange Electrical service and telecommunications are critically important utilities that supports park operations, public safety, and visitor services. The incumbent manages rights-of-way permits for infrastructure, SUP for operations, and other permits for electrical providers (i.e. Pacific Gas and Electric, Southern California Edison and telecommunications providers (numerous). Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-05/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience MUST include: 1) managing relationships (e.g. developing or implementing operations and maintenance plans, special use permits, or rights of way permits) with utility providers (i.e. electricity, phone, internet, and/or wireless); 2) addressing environmental issues associated with non-federal or private lands; and 3) analyzing and resolving conflicts with policy and program objectives for resource protection and/or land management. You must include hours per week worked. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience MUST include: 1) negotiating and managing complex or controversial permits involving utility providers; 2) granting rights of ways permits to utility providers in accordance with law, regulation and procedure; 3) addressing complex and controversial environmental issues associated with non-federal or private lands; and 4) analyzing and resolving conflicts with policy and program objectives for resource protection and/or land management. You must include hours per week worked.
