This position is located in the Office of Analytics, Review, and Oversight (OARO), Office of Analytics and Improvements (OAI). The incumbent provides high-level technical expertise to accomplish analysis and wrangling of data, development of methodological approaches, study design, and advanced written, verbal, and visual communications of study/analysis output.

Duties

Plans and conducts, as project lead or member of a study team, specific data engineering, modeling, and analysis activities within SSA. Formulates sound approaches to solve operational data problems. Utilizes data from various sources and information systems to provide advice and support on issues related to the OAI mission. Prepares and presents briefings regarding the progress and/or results of projects/studies. Provides management with expert technical guidance and recommendations for achieving the agency’s objectives. Conducts statistical analyses and develops predictive models using statistical techniques, machine learning, and AI, using tools such as R, Python or SAS, to support SSA operational processes and to optimize planning and resource allocation. Serves as Data Analyst (Data Scientist) in DACE and CDO, OARO with the responsibility for development, coordination, and execution of data analysis requirements for OAI... [Cont'd]... which requires technical expertise across the data life cycle (i.e. data collection, ingestion, storage, modeling, access, integration, analysis and decision support). Leverages data tools, programming skills, data visualization, communication, and advanced analytic techniques to support the OAI mission. Develops, integrates, and maintains data and extract transform and load (ETL) procedures to ensure the integrity and efficiency of data interchanges. Develops forensically sound, auditable, flexible, repeatable, and scalable ETL capabilities through data engineering best practices on a variety of structure, unstructured, and metadata. Performs testing as necessary for workflows for routing and data transformation. Performs data mapping and validation between existing, modified, and future applications to ensure efficient and effective electronic translation of data between systems... [Cont'd]... ensuring that OAI divisions are provided with the data necessary to carry out the OAI's mission of providing timely and accurate services to stakeholders. Translates the results of analysis into clear, actionable communications that equip SSA decision makers to make informed, data-driven decisions about digital product development and scientific strategy. Research and designs presentations and interpretations of analytical outputs tailored to specific audiences, including the use of interactivity and narrative storytelling where appropriate. Collaborates with teammates, customers, and stakeholders in a reproducible and organized manner.

Qualification standards and additional information for this position can be found here: Data Science Series 1560 (opm.gov) To qualify for this GS-13 position, the applicant must have 52 weeks of specialized experience at, or equivalent to the Federal GS-12 level (or above), which is in or related to the work of the position to be filled and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include utilizing advanced data science techniques including data extraction transformation cleaning modeling machine learning and artificial intelligence. Processing data and extracting insights from structured and unstructured data to provide solutions to complex challenges. Developing artificial intelligence services in risk assessment targeting and chatbot development for auditing. Using advanced quantitative computer science and statistical skills to interpret data for target forecasting and augmenting data-driven audit decisions. Additionally, applicants must meet the following Individual Occupational Requirement (IOR): A degree in mathematics, statistics, computer science, data science or field directly related to the position. Note: The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR A combination of education and experience. Note: Courses must be equivalent to a major field of study (30 semester hours) as shown in option 1 above, plus additional education or appropriate experience.
