About the Position: Serves as a senior Procurement Analyst within the New York District (NAN) Contracting Division, Business Oversight Branch.
Duties
Review and analyze completed and proposed procurement actions and/or plans and evaluates their technical effectiveness and degree of compliance with regulations, directives, and good business practices pertaining to procurement.
Develop alternative solutions geared to basic management/contracting needs of an organization; such solutions persuade responsible officials to change contracting policies or procedures which may have a command-wide impact.
Advise management, Contracting workforce, and all technical functional areas of NAN on procurement policy.
Review/analyze updates to the Federal and Defense Acquisition Regulations and supplements, applicable Federal and Defense procurement policies, preparing appropriate summaries, and describes their applicability to the Division workforce.
Conduct Contract Reviews, analyses, and issues guidance that encompasses the full range of contracting documents to include acquisition strategies which facilitate acquisition of services strategy panels.
Research, prepare, and maintain NAN Contracting policy and procedural guidance documents for use by contracting personnel and requiring office officials
Develop findings and recommendations, presents findings, and advises District Management on corrective actions necessary to assure that program/process improvements are identified and addressed.
Perform as the principal advisor to the Branch Chief on the office’s budget
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires travel away from the official duty station for approximately 5% of the time on an annual basis.
- Subject to a one-year probationary period unless the appointee has previously met the requirements.
- The incumbent must possess and maintain a valid stateside driver's license.

In order to qualify, you must meet the education and/or experience requirements described below. Basic Requirement for Procurement Analyst :
(A) Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: you must include your transcript with your application)
OR
(B) Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes 1) Knowledge pertaining to contracting regulations, policies, procedures and ensuring compliance; and 2) Proficient in the Procurement Desktop-Defense (PD2), Corps of Engineers Financial Management System (CEFMS) and Paperless Contract Files System (PCF) used daily. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12)
