This position is located at the James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning.
Duties
The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist. As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area.
Duties include, but may not be limited to the following:
Responsible for ensuring fully prepared SCM personnel and equipment for the Emergency Medical Response Team (EMRT).
Develops assigned Supply Chain metrics which identify business objectives and drives the right supply chain behaviors for planning and executing approved strategies and providing supply chain expertise to improve supply availability with a focus on getting the right material, at the right time and right place to support the health care system.
Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities.
Serves as an integrator and/or facilitator for contact with supply chain management customers, ensuring Supply Chain Management Service is positioned to serve the full range of supply chain needs.
Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EM RT planning.
Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises.
Trains, plans and controls the movement of personnel and equipment during simulated and actual emergency response exercises.
Participates in the development of supply chain management practices for facility maintenance activities, with a focus on long range planning improvement.
Recommends alternate courses of action in resolving problems critical to current and future logistics requirements.
Reviews, coordinates and integrates commodity management of assets.
Initiates and tracks forecasting actions for assigned items for future requirements.
Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements.
Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems.
Schedules all requirements through the National Acquisition Center (NAC) to ensure equipment arrives according to planned tasking.
Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
Develops ongoing strategic analyses across supply chain activities and takes action for improvements.
All other duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Logistics Management Specialist. Specialized experience includes: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
