Duties
Provides expert guidance and advisory service to top management officials throughout DLA, program managers, DLA field activity personnel, and workforce development personnel regarding development programs.
Provide oversight and leadership to ensure agency compliance while serving as first-level supervisor over a staff of HR Specialists.
Plan and administer assigned agency-wide DLA development programs and regularly attends executive-level meetings.
Briefs executive-level management concerning the programs, procedures, and policies for developing program participants.
Serve as the J1 training representative on various agency-wide ad hoc teams that direct and oversee the implementation of workforce development initiatives and programs throughout the agency.
Analyze the results of formal surveys, ad hoc meetings, and information gathered during contact with program participants and field activity/headquarters officials to identify program strengths and weaknesses and to design strategies for improvement.
Responsible for the coordination and administration of the agency learning management system (LMS).

Qualifications
To qualify for a Supervisory Workforce Development Program Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Supervising, planning, administering, developing, evaluating, and implementing various agency-wide training projects and programs designed to develop employees and manage learning in DLA organizations and activities.
Recommending program improvements and modifications to HQ DLA that would prove beneficial to the agency, in terms of improved organizational effectiveness, decreased costs, and increased benefits.
Strategically employing a variety of sources and methods to evaluate program effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
