The primary purpose of this position is: to serve as the liaison to the wing or group commander/senior ART for assigned medical units and to train reservists in the accomplishment of tasks set forth herein. This is an Air Reserve Technician (ART) enlisted position located in an AFRC Medical Group.
Duties
The primary purpose of this position is: This is an Air Reserve Technician (ART) enlisted position located in an AFRC Medical Group. The purpose of the position is to serve as the liaison to the wing or group commander/senior ART for assigned medical units and to train reservists in the accomplishment of tasks set forth herein.
DUTY 1: Performs work by providing guidance/assistance to the subordinate medical unit senior ART and executive staff members of assigned collocated and geographically separated medical units (not including aeromedical units) on unit administration issues.
DUTY 2: Serves as primary POC for all medical unit Health Services Readiness Inspections (HSRIs), Staff Assistance Visits (SAVs), Functional Assistance Visits (FAVs), and Readiness Assistance Visits (RAVs), assists unit's Senior ART with visiting officials, reviews and recommends changes to units AFR 11-1 briefing, reviews inspection/visit results and SORTS reports on subordinate medical units.
DUTY 3; Performs work to administer the health promotion program. Performs work regarding coordinating units master Unit Training Assemblies (UTAs) schedule, and monitors medical unit annual tour program.
DUTY 4: Performs work regarding reviewing and assisting in negotiation of host tenant support agreements to ensure subordinate medical units receive required host support.
DUTY 5: Performs work by servicing as budget assistant to assigned medical units, assists in preparation of three-year, quarterly, mini budget and unfunded budget submissions and is responsible for developing a consolidated wing/group medical budge estimate and revisions, thereto, utilizing knowledge of functional requirements and past expenditure trends.
DUTY 6: Exercises supervisory personnel management responsibilities less than 25% of the time.

Qualifications
THIS IS AN OBLIGATED POSITION: This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience at the next lower grade GS-09 level or equivalent such as having knowledge of medical operations and management principles, policies and procedures and a comprehensive knowledge of medical plans, programs, and requirements; experience in applying medical administrative, personnel, training and performance/process improvement concepts, principles, and theories.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced management analytical and evaluation methods and a thorough understanding of how regulatory programs are administered to select appropriate evaluations and measurement techniques to determine extent of compliance with directives and program objectives.
2. Knowledge of medical operations and management principles, policies, and procedures, and a comprehensive knowledge of medical plans, programs, and requirements. Knowledge of and experience working within the Air Force Reserve Medical Service Mission, organization, programs, ad functions, to include carrying out a squadron's medical training and administrative programs, to ensure effective accomplishment of the medical mission.
3. Knowledge of medical program objectives and skills in developing initiatives to implement new programs and solutions to negative trends. Knowledge of analytical and evaluative methods, procedures and techniques, and ability to analyze data to effectively maintain electronic oversight of unit mission capability. Knowledge of budgetary requirements, policies, procedures and guidelines in order to effectively submit a budget within established timeframes.
4. Ability to communicate clearly and concisely, both orally and in writing, in order to present staff assistance briefings to individuals and organizations at the subordinate units. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Knowledge of aeromedical host tenant support agreement requirements to include organizational mission, structure, and functions of the reserve medical programs, including familiarity with aeromedical evacuation operations.
6. Knowledge of medical, fiscal, personnel and various other administrative programs throughout the Air Force Reserve, in order to conduct studies, analyze findings, and make recommendations on substantive program changes within the unit/group. Knowledge of personnel management policies, practices and procedures. Knowledge of safety and security regulations, practices, and procedures.
Other significant facts pertaining to this position are:
1. This is an Air Reserve Technician (ART) enlisted position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities.
2. The incumbent must obtain and retain the appropriate security clearance level designated for the position.
3. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station.
4. The incumbent may be required to work overtime to meet workload demands.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards.
