The primary purpose of this position is to serve as a Quality Assurance Specialist (Electronic) on the Special Operations Forces and Rescue Aircrew Training and Rehearsal Support (AT ARS) contract. Assess contractors sustainment and modification of integrated, state-of -the-art training infrastructures (computer based training, contractor instructor corps, etc.). Duties

Involved in all aspects of Quality Assurance including pre-production, production/manufacturing, acceptance testing, hardware/software testing, verification and configuration management of one or more of the above listed airframe Weapon Systems Trainer (WST). Evaluates contractor's written quality processes and requests additional quality processes to implement site unique requirements. Performs Acceptance Test Procedures (ATP), Simulator Certification (SIMCERT), software testing, verification, and configuration management for various customers. Assist in the preparation of, or prepares request for proposals, statements of work, and item specification. Coordinates with other base(s) agencies, such as: Civil Engineering, Safety, Security Police, Supply, etc., to request government-furnished services and material in support of the contract.

  • This is a Level II, critical acquisition position in the Acquisition Professional Development Program (APDP). Maintains currency on state-of-art advances in fields relating to the program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Quality Assurance Series 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of mission specific rotary-wing and fixed wing training devices/systems including the Weapon Systems Trainer (WST), Operational Flight Trainer (OFT), and Part Task Trainers (PTT) and the configuration, operating characteristics, security and safety programs, maintenance, repair, and modification procedures and mission rehearsal requirements for these systems. Skill in applying this knowledge to planning and developing quality assurance surveillance plans for evaluating contractors' performance is required. Comprehensive knowledge and mastery of quality assurance/control concepts, principles and practices and the skill to plan, develop, and implement quality assurance surveillance plans for contractor services on aircrew training devices/systems. Broad knowledge of Air Force and DOD acquisition functional responsibilities and procedures and the role of quality assurance to integrate/coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of quality assurance principles, concepts, and methodology related to acquiring and maintaining Aircrew Training Systems, simulators and ancillary training aids/devices. Knowledge of simulator manufacturing/modification methods and techniques, special processes, interrelationship of functional parts and subassemblies and skill in developing plans and approaches to ensure effective control of simulator produced training quality. Knowledge of the practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs. Skill in applying various methods and techniques for investigating, analyzing and effecting corrective action on complex quality problems encountered in Aircrew Training Systems. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to work effectively under pressure or under tight deadlines. Ability to access, input or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
