Duties
The Primary Purpose of this Position is: To serve as a Secretary of the Air Force level senior program analyst, to plan, organize, and implement necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned programs with the Air Force Agency for Modeling and Simulation (AFAMS). Analyzes major Air Force M&S programs to support planning, programming, and budgeting process; and to facilitate the implementation of M&S policy and guidance.

Provide M&S expertise and guidance to develop, implement, and evaluate Air Force actions to improve integration and interoperability.
Documents planning and programming decisions in appropriate formats to meet Air Force M & S requirements.

Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes My experience includes My experience includes Mastery of the advance analysis and/or operational principles and application of C4ISR information and M&S methodologies and concepts, so as to be able to resolve difficult M&S integration/interoperability problems and issues. Comprehensive knowledge of programs and processes related to M&S activities. comprehensive knowledge of programs and processes related to M&S activities. Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs. Comprehensive knowledge of Air Force M&S program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of operations and evaluations related to M&S processes and systems. Comprehensive knowledge of acquisition and planning, programming, and budgeting system (PPBS) regulations, guidelines, and processes; a thorough knowledge of how these regulations, guidelines, and processes are applied within the USAF at headquarters and MAJCOM levels.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the mission, roles, functions, organizational structures, and operation of DoD HQ USAF, and other and Air Force organizations to provide Headquarters Air Force level staff guidance and/or conduct studies to determine and enhance M&S.
Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Department of the Air Force M&S principles, concepts, and methodologies. Knowledge of DoD Planning, Programming, Budgeting and Execution process.
Knowledge of DoD C41SR principles, techniques, and relationships.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
