Duties

Advises Columbia - Cascades Area Office (CCAO) on the Native American Affairs (NAA) program and associated issues. Develops processes, procedures and guidance that govern the program, including organizing, conducting, and documenting NAA activities. Manages the program budget. Leads Tribal outreach, develops relationships with Tribes, participates in government-to-government consultation and coordination and maintains associated records. Advises and represents management in negotiations as delegated. Provides support to Native American Tribes in identifying and obtaining technical and financial assistance from Reclamation. Assists in processing required actions and acts as Grant Officer's Technical Representative for grants to Tribes. Assists the area manager, as needed, with matters involving Indian water rights and tribal cultural and natural resources. As requested, represents Reclamation on federal teams. Makes recommendations and assists in resolution of issues related to Indian Trust assets. Supports public and stakeholder outreach activities by assembling and coordinating preparation of materials for briefings, presentations, and other communication efforts. Coordinates CCAO participation in support of public affairs activities led by the Columbia - Pacific Northwest Region Public Affairs Office.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience as experience supporting or leading Native American or National Environmental Policy Act (NEPA) outreach/coordination/consultation activities. Experience must demonstrate collaboration with stakeholders (e.g., non-governmental entities, industry and private sector interests, academia, other Federal agencies, and/or state, local and tribal officials) in planning and/or executing government programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements by 05/03/2024.
