The primary purpose of this position is to serve as a Community Partnership Specialist planning, managing, directing, coordinating, organizing, and developing Public-Public and Public-Private (P4) relationships with state government, local municipalities and area communities.

Duties

1. Leads development and maintenance of relationships with private sector, non-governmental organizations (NGOs), private volunteer organizations (PVOs), and state, county, and local governments. 2. Plans, orchestrates, and executes the wing's strategic planning activities affecting various phases of the wing's base operations support processes. 3. Integrates P4 partnership perspectives to provide insights on DAFB topics of interest whose programs relate to DAFB missions and priorities. 4. Serves as host for DAFB for P4 organizational representatives to DAFB, ensuring accurate contact and engagement of appropriate participants.

Requirements

  • U.S. Citizenship Required.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a TERM position not to exceed 60 Months.
  • PCS will NOT be paid.
  • Must hold a valid state driver's license or able and willing to obtain and maintain a valid state driver's license.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work uncommon tour of duty. This may include overtime, evenings, weekends, and/or holidays.
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency.
  • Uncommon tours of duty may be required due to exercises, natural disaster, hazardous emergencies and/or real-world contingency.
  • Severance pay is not authorized - A break in service of more than 3 calendar days may be required for permanent federal internal and transfer employees.

  • Males must be registered for Selective Service, see www.sss.gov.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • All federal employees are required to have direct deposit.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of private and public sector organizations (e.g. state/municipal government, local economic organizations like chamber of commerce, school boards, etc.) including an overview of their respective structures, missions, programs, goals, and objectives; (2) developing or reviewing information and plans, and making recommendations on complex planning problems involving conflicting factors; (3) utilizing a wide range of communication (e.g., oral, written, electronic) principles, practices, techniques and methods; analytical methods; and interpersonal relations practices; (4) planning, organizing, developing and leading studies and projects, make recommendations on substantive operating programs, analyze feedback, negotiate with others to create solutions, coordinate with affected leadership, and implement approved recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill of a wide range of qualitative and quantitative methods for the assessment and improvement of relationships involving command, center, installation, and community partnership and strategic planning efforts. 2. Knowledge and skill of Air Force, command program goals and objectives and AF guidance to ensure the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of partnership and strategic planning actions related to support of base operations, and other wide ranging functional mission categories to include, research and development, education and training, medical, and other support functions. 3. Comprehensive skill and ability in designing and conducting effective studies; and preparing solutions to especially broad, important, and highly visible base specific and community partnership opportunities, and installation strategic efforts. 4. Knowledge and skill to communicate effectively, both orally and in writing, and ability to provide briefings to both senior Air Force and installation leadership, as well as community, county, and state leaders. 5. Demonstrated skill in planning, organizing, developing and leading studies and projects sufficient to make recommendations on substantive operating programs, analyze feedback, negotiate with others to create solutions, coordinate with affected leadership, and implement approved recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
