The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
The National Counterintelligence and Security Center (NCSC) Enterprise Threat-Mitigation Directorate (ETD) leads three national mission areas: the National Insider Threat Task Force, the Intelligence Community's Unauthorized Disclosures Program, and the National Operations Security (OPSEC) Program.
In leading these programs, NCSC/ETD seeks to advance the U.S. Government's risk management environment in protecting the nation; advocate for and serve as trusted mission partners; and underpin the U.S. Government's counterintelligence and security activities critical to safeguarding our nation.
Manage the integration of technology capabilities into ODNI mission management of national-level Insider Threat, Operations Security (OPSEC), and Unauthorized Disclosure (UD) programs.
Lead efforts to assist USG departments/agencies implement and enhance User Activity Monitoring (UAM) and other technical Insider Threat capabilities.
Develop plans and methodologies to evaluate USG department/agency compliance with User Activity Monitoring (UAM) and other Insider Threat Program minimum standards and community best practices.
Lead USG working groups, roundtables, and other collaborative mechanisms to gather technical requirements, drive policy modifications, and share best practices across the IC and USG.
Manage the production of technology and cyber focused advisories to help inform the Insider Threat and OPSEC communities of emerging threats, trends, and risks.
Execute outreach with private sector including technology vendors to assess solutions and gauge potential impacts for the USG insider threat enterprise.
Plan, evaluate, and determine relevance of source material, evaluate procedures, analyze data, and develop innovative proposals for decision by ODNI senior leadership.
Plan, develop and present findings, conclusions, options, and recommendations to ODNI senior management.
Provide independent analyses of IC capabilities and programs, presenting the DNI with alternative courses of action, identifying cost and mission impacts and clarifying the advantages and disadvantages of each alternative.
Qualifications
Demonstrated ability to think strategically, identifies needs and requirements, and develops recommendations. Demonstrated ability to develop and implement strategic plans, policies, and instructions.
Demonstrated ability to assess complex programmatic issues and apply diagnostics to assess risks and implement innovative solutions related to sensitive issues.
Extensive knowledge of the methods used to evaluate organizational performance against strategic objectives and demonstrated ability to advise the organizations on the application of evaluation methods
Demonstrated ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters.
Demonstrated ability to communicate, both oral and in written, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Demonstrated ability to identify emerging trends and strategic issues and incorporate these in developing strategic plans for the organization.
