You will serve as an Intelligence Specialist performing advanced collection, exploitation and analysis of significant maritime-related issues impacting national security. This position is located in Pearl Harbor, HI in the COMPACFLT MILITARY INTEL PROGRAM.

Duties

You will serve as a Technical Subject Matter Expert to COMPACFLT N2N39 on technical intelligence/collection and special projects. You will plan, communicate, coordinate, and lead broad and complex analytic activities with major implications for Navy, DoD, and National customers. You will create and leverage partnerships within the Intelligence Community and DoD R and D/S and T enterprise. You will evaluate and promote the adoption of emerging technologies to drive innovation and enhance COMPACFLT’s analytical capabilities. You will utilize your technical expertise of U.S. Navy Information Warfare operations and requirements, with an emphasis on SIGINT.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Telework is situationally eligible for this position.
  • A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level in the Federal service or equivalent experience in the private or public sector performing duties such as the following: 1) Leading the analysis on complex integrated projects in support of a bilateral program with the National Security Agency (NSA) and other mission partners; 2) Performing highly complex all-source analysis on a wide-variety of foreign maritime issues impacting maritime collection initiatives; 3) Effectively applying existing intelligence oversight and guidance when making decisions about access to foreign and domestic sources of intelligence information; 4) Preparing new or modifying previous analyses, assessments, or other products by applying expert judgement and ingenuity in interpreting information and providing recommendations or making decisions which impact policies and programs.
