The primary purpose of this position is to serve as a financial management specialist in the Department of the Air Force Deputy Assistant Secretary (Budget) Office.
Duties
Performs as a financial management specialist performing a wide range of duties associated with the overall technical and management interface for budget formulation, presentation and execution processes for all Air Force organizations, appropriations, fund
accounts, account structures, and supporting financial management systems.
Plans, organizes, and directs the activities of any assigned systems development.
Perform a broad and extensive range of financial management program planning and analysis. This effort includes all aspects of program planning, budgeting, and associated cost analysis.
Represents SAF/FMB at a variety of installation, functional area organizations, as well as organizations throughout DoD.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery of professional theory, concepts, and practices relating to major financial programs and skill and ability to apply this knowledge to brad and difficult assignments which are characterized by developing and promulgating financial policies and standards covering operations in the government or in the private sector, or exercising broad responsibilities to solve problems of above average difficulty in maintaining budget and financial systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoD and Air Force activities.
Comprehensive knowledge of financial management and budget formulation systems and concepts, and program policies, principles, and practices.
Knowledge of Public Law, DoD and Air Force policies, processes, procedures, regulations, and directives governing financial management and budget formulation systems' processes and procedures.
Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work.
Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing system requirements within available resources and with minimum sacrifice of quality or quantity of work.
Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
