This position is telework authorized to work from home within the local commuting area of the Oscar G. Johnson VA Medical Center. The employee needs to be available to work onsite to support the Employee Travel Program as needed. Must be within 50 miles of the Oscar G. Johnson VA Medical Center located at 325 East H Street, Iron Mountain, MI 49801 .

Duties

This position is located at the Oscar G. Johnson VA Medical Center within the VISN 12 Great Lakes Finance Service (GLFS) and serves as the Financial Accounts Technician and Travel Assistant. This position performs accounting, travel coordinator, and teller duties. Major Duties: Assists employees in preparation, access, and processing of travel and expense plans. Manages employee travel obligations, including special purpose reconciliations with budgetary resources and ensures they are completed in accordance with directives and due dates. Coordinates and completes training for all employees using electronic travel system. Prepares accurate and detailed reports for employee expenses and authorizations related to travel. Communicates orally and in writing, clearly to all internal and external customers. Ensures internal controls, separation of duties are evident and proper delegation of authorities exist for all accounting transactions. Updates procedures to comply with all current, changes to, and new VA policies and certifies accounting transactions are in compliance. Examines accounting transactions for accuracy, adequacy of documentation or citations compliance with regulations and justification. Consistently maintains confidentiality of all sensitive patient and employee records and information. Performs clerical and technician work that results in the biweekly or monthly determination of pay for civilian pay employees. Provides technical assistance on pay and leave. Reviews authorization documents and codes the appropriate data for input to properly update each employee's master record. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GRADE REQUIREMENTS: To qualify for this position at the GS-7 level, you must meet the following: Specialized Experience: Must have one full year of specialized experience equivalent to at least the next lower grade GS-6 in Federal Service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes, but is not limited to: Effective communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers; Maintain confidentiality of printed and electronic files containing sensitive information; Knowledge of general ledger and subsidiary accounts; Knowledge of appropriations, allotments obligation and disbursements relating to accounts; Knowledge of procedures involved in entering, modifying and correction information in a computerized accounting system; Ability to understand and apply provisions to the Federal Traveling Regulations covering temporary duty travel; Knowledge of agency travel manuals, policies, procedures in order to properly prepare travel authorities and travel vouchers within all regulations. Knowledge of computer and payroll systems, including established VA payroll programs. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
