About the Position: Serves as the Administrative Officer who plans, develops and executes the Administrative Management Program. This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.

Duties

Works directly with Operations' supervisors on all administrative management aspects. Conducts a variety of administrative information flow studies, administrative work process reviews, procedural reviews, improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources. Prepares briefing charts and/or auxiliary information to be used for presenting findings and recommendations. Coordinates results, develops plans for implementation, and ensures that required changes are effected. Coordinates with manpower specialists assisting in the performance of surveys to ensure validity of information and realistic identification of manpower requirements. Defines administrative and functional responsibilities and reporting consistent with operational policy or formulates new or revised policies. Processes time and attendance (timecard) reports to payroll using the Automated Time and Attendance Processing System (ATAAPS) and the Corps of Engineers Financial Management System (CEFMS).

Minimum Qualifications GS-07: Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes providing status updates of assignments to supervisor; assisting management with contracting, personnel, personal property and/or office management functions; and gathering data for operating budgets and/or financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education substitution for specialized experience: one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcript.) OR Education substitution and Super Academic Achievement: completed all the requirements for a bachelor's degree AND am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https:// www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Combination of education and experience: If you have less than the required education and some specialized experience as described above, but less than 1 year, you can substitute a combination of education and experience to meet the specialized experience requirement. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Minimum Qualifications GS-09: Specialized Experience: One year of specialized experience which includes performing budgetary planning such as monitoring program funding, authorizing and/or tracking expenditures of funds, or financial reporting; advising on administrative support functions such as personnel administration, time/attendance/labor, travel, or fiscal administration; and assisting and/or training administrative personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
