This position serves as a Motor Vehicle Operator for the Facilities Maintenance Service (FMS) at the LTC Charles S. Kettles VAMC under the supervision of the Grounds and Transportation Supervisor. The incumbent is required to work under minimal supervision and resolve problems associated with the work of the office. The incumbent be assigned to the Grounds and Transportation section.

Duties

The following is a list of the duties but not limited to: Primary Duties: A valid Commercial Driver's License (CDL) with passenger endorsement and state operators permit is required for the position. The position has primary duties of operating and performing operator maintenance on one or more motor vehicles including vans, trucks, multi-purpose vehicles, patient transport vehicles and passenger shuttle vans which typically have a gross weight of more than 4,500 Kilograms (10,000 pounds) and up to 11,700 kilograms (26,000 pounds). Some of these vehicles are equipped with air brakes. Vehicles are driven on the basis of specific trip assignments or regularly established schedules over public roads (or the equivalent) over highway speeds. Incumbent adheres to all State and local traffic laws and ordinances. May drive on a regularly scheduled run, or drive in accordance with trip tickets assigned on a day-to-day basis. Incumbent is required to maneuver the vehicle in and out of constricted areas including narrow city streets and congested parking lots. Incumbent drives passenger shuttle vans over predetermined routes and arrives at and departs from pick up and discharge points at scheduled times. Incumbent drives vehicles equipped with power takeoff device for transferring engine power to special-purpose accessory equipment, such as winces, power lifts, plows and spreaders. Incumbent will prepare soil for plants, seeding, thinning, transplanting, trimming, pruning, fertilizing, aerating, mulching, sprayings, dusting of grass, ground cover, flowers, shrubs and trees. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. A valid Commercial Driver's License (CDL) with passenger endorsement and state operators permit is required for the position. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. If driver realizes they are not mentally alert, they must use good judgment in pulling over at the first safe area, road- checking vehicle with walk-around inspection, and continue driving as soon as possible. Incumbent must pass a VA Physical and adhere to all VA and DOT drug and alcohol testing and guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:Work requires good coordination as well as manual dexterity. Incumbent is required to bend, stoop, crawl, walk, climb and lift heavy objects up to 50 pounds. Incumbent may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. In addition to the requirements with greater physical effort is needed at this level to maneuver the longer and heavier vehicles, especially when backing these vehicles. Ambulance or patient transport vehicle drivers may be required to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping and bending. Working Conditions: Work is performed under various weather and road conditions, to operate snow plow and sand / salt spreader during icy and snowy conditions, and to run power tailgate on trucks in all kinds of weather conditions. Incumbent drives in heavy traffic and at highway speeds over complicated road and interchange systems and may be exposed to the danger of serious accidents. Incumbent is subject to cuts, bruises and burns. In addition Drivers work mostly outside and operate vehicles in all kinds of weather in a controlled traffic environment throughout a Government installation or establishment. Drivers are exposed to dirt and fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle.
