This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is within IMCOM, Directorate of Public Works, Fort Huachuca, AZ.
Duties
Serves as the Cemetery Responsible Office to determine burial eligibility.
Serves as the Contracting Officers' Representative for grounds maintenance service contracts and obtains contract support as required.
Ensures quality and timely work performance is provided by contractor.
Monitors all contracts from inception to conclusion, initiates corrective action on contract performance and recommends contractor penalties, contract changes or termination.
Prepares statements of work (including technical provisions) and develops cost estimates for unusual and complex service contracts.
Provides input into the development of resource management plans for funding requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Incumbent must obtain and maintain a Cemetery Responsible Officer (CRO) and Contracting Officers' Representative (COR) certification within 12 months of employment.
- Incumbent is On-Call through the use of personal communication device to respond to emergency situation, 24-hours a day.
- This position has been designated as "Key" and the incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position is designated as "Emergency-Essential", the incumbent must continue to perform the duties and requirements of the position to ensure the success of combat operations or support combat essential systems.

Specialized Experience GS-11: One year of specialized experience which includes experience in horizontal construction, i.e. road (asphalt, concrete, unimproved), drainage, and utilities construction . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
