As a Supervisory Contract Specialist, you will serve as a Branch Chief and render authoritative decisions concerning the most appropriate methods to satisfy complex and technically demanding PBS and client needs. Location of position: Public Buildings Service, Acquisition Division, in Region 7.Location will be determined at selection. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Responsible for maintaining an awareness of projected service needs of a significant nature and for nurturing formal information channels to permit the assessment and clarification of specific contractual needs among the branch and division to support the contract service requirements of the region as a whole. Plans, directs, coordinates and evaluates the full range of work activities within the branch, which perform complex technical and analytical procurement work in support of the region and client agency activities, utilizing a staff of Contract Specialist, Purchasing Agents and technical/clerical support personnel. Sets objectives for branch activities. Counsels and advises subordinate supervisors on strategies and action plans to address problems and ensure continued activity toward projects completion. Provides expert guidance regarding: the interpretation and application of agency and/or Government acquisition regulations regarding the full range of contracting functions; the application and interpretation of agency policies, guides and legal precedents pertinent to achieving Branch program requirements, in conjunction with recommendations from subordinate supervisors regarding modification of these guidelines and initiates steps needed to effect changes required by to review process; and the strategic approach and methodology required to procure items requested in the most timely, efficient and economical manner to satisfy customer requirements. Provides expert technical advice and assistance to other organizational components of the Acquisition Management Division and PBS, other services of GSA and other Federal agencies in connection with contracting functions and responsibilities to ensure thorough understanding of GSA's authorities and capabilities in the procurement area. Represents the Director, Acquisition Management Division, at conferences and on contacts with officials of other Government agencies, GSA officials in the region and in the Central Office, and representatives of local public and private groups and concerns on matters pertaining to the regional contracting program assigned to the Division.

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $122,198 per year and varies by location.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below:(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies, services (professional and non-professional), and/or construction; OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
