The Secretary (OA) position serves as the clinical and administrative support position of the Office of Director by carrying out and coordinating all clerical and day-to-day administrative support activities that are typically required to accomplish the work of the Chief of Staff. The position is within the Office of the Director Service Line of the St. Cloud VA Health Care System in St. Cloud, Minnesota.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the specialized experience requirement, applicants for this position must also meet the typing requirement. Selective Placement Factor This position has a Selective Placement Factor, which is a skill, knowledge, ability, or other characteristic essential for the job's satisfactory performance. The Selective Placement Factor represents the minimum requirements for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. Selective Placement Factor: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. Specialized Experience for the GS-07: You must have one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Secretary (OA) at the full performance level (GS-7), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes but is not limited to experience where you were responsible for the following: providing clerical and administrative assistance; receiving visitors and telephone calls and determining the nature of call or business to properly direct and route visitors and callers; controlling activities schedule and reminding superiors and staff members of appointments; acting on own initiative and discretion to establish priorities, including setting up, rescheduling, or refusing appointments; providing cross-coverage in the absence of other executive secretaries in the work group; reviewing correspondence and documents prepared for signature for conformance with regulations, grammar, format, and special policies; obtaining information required by management from various sources within the VA, requiring a comprehensive knowledge of the VA's complex organizational structure; collecting information and presenting it in its original form or editing and revising as necessary; screening incoming documents from staff members to ensure compliance with VA and organizational regulations or for discussion at staff meetings; composing correspondence on own initiative, based on knowledge of the views and desires of superiors on subjects including administrative matters, letters of acknowledgement, general office and organization policies, acceptance of invitations, and cancellation of conferences; preparing regular and special records, such as, but not limited to, time/attendance, leave, degree of use of filing space, and amount of material present in the offices; preparing meeting agendas, taking meeting minutes that require the knowledge of medical terminology and a high level of technical writing skills; and composing letters, endorsements, messages, office instructions, and reports, with responsibility for sentence structure, grammar, and spelling. Preferred Experience/Qualifications: Administrative office experience, including answering calls and managing schedules. Previous knowledge of meeting agendas and minutes. Customer service experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work. Work Environment: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, and residences or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals, etc. The work area is adequately lighted, heated, and ventilated.
