As a Health System Administrator, you will serve as the Assistant Medical Center Director for the Overton Brooks VA Medical Center, having responsibility for the direction and coordination of administrative activities within the Medical Center. You will have direct responsibility for various assigned services, as well as program planning and management and supervision of daily operations through subordinate Service Chiefs.

Duties

The Assistant Director serves as a part of the executive management team including the Medical Center Director, Chief of Staff, Associate Director and the Associate Director of Patient Care Services; and leads fully in both long and short-range policy and planning, promoting healthcare system programs with outside groups, and integrating administrative programs and operations with the needs and priorities of the clinical services for the health care system. The Assistant Director also participates as a member of the VISN management team and a member of various task forces. Work Schedule: Monday thru Friday (8:00 am to 4:30 pm) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic/Individual Occupational Requirement (IOR): Do you possess a degree in hospital administration, public health administration or related fields such as business or public administration with major course work in health care administration? OR Do you possess experience from work required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. In addition to the IOR above, you must also show the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating and developing program goals and objectives for a healthcare facility. Liaison and/or facility representative to federal, state, and local agencies as well as community partners to include congressional offices. Initiating and developing medical center policies and procedures. Managing an employee experience program. Managing resources, to include budget and staffing of a healthcare facility. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the Health System Administrator is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping. The incumbent's vision should be sufficient to read from a computer screen for extended periods without excessive fatigue. Prolonged use of computer keyboard for data entry is required. The majority of the work is performed in a traditional office setting.
