This position is part of the National Archives and Records Administration. The purpose of this position is to perform a broad range of functions required for the acquisition, storage, maintenance, and access of NARA's archival Federal and Court holdings; including accessioning, processing, arranging, describing, digitizing, and preserving archival records and providing public services that support access.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Archives Specialist, you will:
Carry out a wide variety of complex actions required to transfer the legal and physical custody of federal agency or court records to NARA.
Participate in the review of records proposed for transfer to NARA, which includes assessments of records schedules to ensure that records are correctly scheduled and eligible for transfer. Determine whether records are mis scheduled; coordinates with agency records to resolve problems.
Conduct projects to survey or review selected holdings to re-evaluate retention scheduling and make recommendations. May apply disposition standards and specific disposition criteria to recently accessioned records to re-allocate records to another record group and/or to another custodial unit.
Process actions involve validation of records through virus scanning and initial review of file formats, content, and access and/or use restrictions; development of processing plan denoting appropriate level of processing; processing of records based on processing plan, including manual or automated verification of files, conversion actions as needed to preserve files in an acceptable format, content assessment, and access and use restriction confirmation.
Coordinate, oversee, or provide public services to individuals, agencies, and organizations in order to provide access to NARA's holdings, including maintaining equipment (public computers, microfilm readers/printers, copy machines, etc.), reference aids and materials, and providing reference desk coverage.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes:
Utilizing a wide range of systems or databases to search beyond readily accessible material to locate, analyze, index, and manage records; AND
Performing record maintenance and preservation in adherence with archival principles, procedures and record keeping practices; AND
Providing customer service and guidance with record research, reference and/or access services.
OR
Education: Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
Combination: You may qualify by a combination of experience and education. The total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
Performing record maintenance and preservation in adherence with archival principles, procedures and record keeping practices; AND
Providing customer service and guidance with record research and reference and access services.
OR
Education: 1 full year of graduate level education OR superior academic achievement based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society;
OR
Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-09, you must have been at the GS-07level for 52 weeks.
For the GS-07, you must have been at the GS-05level for 52 weeks.
Education
Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
