This position is located in Farmington District Office, Department of Operations. This position is open to Bureau of Land Management (BLM) New Mexico current permanent employees on a competitive appointment and employees that meet Land Management Authority. This includes Bureau of Land Management (BLM) employees in New Mexico, Texas, Kansas, and Oklahoma.

Duties

This position is located in a Bureau of Land Management (BLM) office. The primary purpose of this position is to operate a variety of gasoline or diesel powered engineering and construction heavy equipment in all terrain environments to include mountainous, remote, and steep slope environments characterized by graded curves and shoulders, rocky or soft ground, hilly forests, etc. The incumbent may also operate other types of motor vehicles and be responsible for maintaining assigned equipment. In addition, the position may perform various non-grade controlling related duties as indicated in the major duties section of the position description. Operate heavy equipment close to buildings, towers, trees, drop-offs, waterlines, and rocks. Operate crawler tractor on flat or rolling terrain in grading surfaces, compacting soils, and/or spreading surfacing materials to exact specifications. Troubleshoot and perform repairs to a variety of heavy mobile equipment and vehicles by removing, adjusting, or replacing defective or worn parts and components. Follow written instructions, maintenance standards, and standard operating procedures to perform tasks. Determine the proper tie-down requirements for transportation of heavy equipment based on the weight of the machine being transported, and the capacity of the fasteners being used to secure the load. Use equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, dams, dikes, reservoirs, culverts, water developments. Knowledge of water pipeline systems related to cattle grazing uses.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to successfully complete a physical examination.
  • You will be required to wear a uniform and comply with the Bureau of Land Management uniform standards. A uniform allowance will be provided.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to obtain and maintain a Commercial Driver's License (CDL) with appropriate special endorsements.
  • This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340.

Qualifications

To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Engineering Equipment Operator without more than normal supervision. Examples of such experience include: (1) operating gasoline or diesel-powered equipment such as road graders, bulldozers, excavators, backhoes, or trench diggers in all terrain environments; (2) maintaining and/or repairing roads, ditches, shoulders, or roadbeds; (3) conducting equipment and/or motor vehicle routine/minor preventive maintenance, repairs, and/or safety inspections; (4) interpreting OSHA standards and an organization's safety regulations in order to work in a safe manner. SELECTIVE FACTOR: This position performs operation of vehicles, and a class Commercial Driver's License with appropriate special endorsements is required. You must be able to obtain one before entry on duty. Physical Effort: Heavy physical effort is required in constantly climbing in and out of different machines and pushing and pulling levers continuously while machine is in operation. Work is strenuous because of the large equipment operated, the adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. The incumbent is required to lift and carry items weighing up to 50 pounds and often puts forth similar effort when pushing, pulling, turning, and positioning parts, assemblies, equipment, and tools. Work Environment: The operation of large and complicated gasoline or diesel-powered engineering and construction equipment in difficult circumstances increases exposure and risk of injury. The incumbent works both inside and outside and is exposed to hot and humid weather and/or extremely cold weather with temperatures ranging from below 0 to above 105 degrees Fahrenheit. Ice, road oils, and other items such as loose gravel and rocks may create hazardous conditions. The operator is subjected to noise, vibration, dust, dirt, oils, solvents, and fumes from motors and exhausts. When working inside, the incumbent must ensure proper ventilation to minimize fumes caused by equipment or vehicles. The incumbent is frequently exposed to the possibility of receiving cuts, abrasions, bruises and strains while servicing and operating equipment. The incumbent is required to follow all prescribed safety practices and use Personal Protective Equipment (PPE) such as protective hearing devices and hard hats to prevent injury.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.
