You will serve as a Japan AEGIS System Equipped Vessel (ASEV) Baseline Lead in the ACTIVE SYSTEMS ENGINERING BRANCH (CODE 1552) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13.

Duties

You will perform a variety of tasks involving the design, development, integration, testing and installation of complex state-of-the-art electronic equipment and systems. You will work on requirements development, software and hardware development, modeling, testing, evaluation, and analysis in support of US Navy sonar systems programs. You will develop equipment and computer systems to advance the technology and/or resolve problems associated with weapon systems, communications, fire control sensors, etc. You will conduct studies and analyses in such areas as command and control, acoustics, electromagnetic and/or target detection. You will develop and conduct tests to demonstrate new equipment, concepts and/or theories. You will document the results, written plans and presentations of technical findings. You will provide technical support to assist with acquisition of systems by developing and tracking project and technical plans in order to develop field systems. You will be responsible for ensuring the creation of technical and program products to support the system’s acquisition. You will be required to attend meetings as determined by the project leadership. Attendance in-person may be required, inclusive of locations both within the continental U.S. and internationally outside the continental U.S. You will provide guidance, technical feedback, and execution risk to the appropriate parties to ensure the program is executed on time, within schedule and budget.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires the incumbent to travel frequently and sometimes to foreign locations.
  • This position requires the incumbent to ride/work on surface vessels and submarines.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), an Electrical Engineer (0850-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9/11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist applying engineering principles to research, design or develop as it relates to new and emerging technologies for undersea warfare systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

OR

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
