To supervise assigned Pharmacy staff in the provision of comprehensive drug preparation and distribution activities in accordance with the mission, vision, and goals of the El Paso VA Medical Center. This includes, but is not limited to, preparing and delivering medication. Responsible for ensuring maximum safety and accuracy in the preparation and delivery of all medications. Reports to Pharmacy Operation Supervisor Pharmacy Service, El Paso VA Health Care System.

Duties include, but are not limited to:
Supervisory Functions
Supervising the day-to-day activities and assigning work to the pharmacy technical staff, student trainees and volunteers. Including but not limited to automated dispensing machine inventory management and operation, compounding preparation, prescription preparation, ward inspection and expiration date monitoring
Managing manages the technical program for these areas and closely coordinating the work assignments with both Pharmacy Procurement Supervisor to fully accomplish all work assignments
Responsible for allocating all resources assigned to these areas, including personnel, space, equipment, etc. to respond to changing conditions, workload demands and ensuring their effective and efficient use
Planning, scheduling, distributing and revising work assignments in accordance with established routine and urgent needs
Evaluating, analyzing and implementing work simplification techniques (workflow) and making changes in daily operations to retain a consistent and smooth operation
Assigning work to ensure that present and anticipated workload is processed in a timely and cost effective manner
Education and Research
Providing leadership in developing, implementing, evaluating and improving work processes and procedures to ensure the effectiveness,
efficiency and productivity provided by the section
Developing and implementing training plans, Functional Statement and requirements to maintain a competent and skilled workforce
Administration
Developing and modifying position Functional Statements and performance standards that accurately reflect accepted standards of practice and departmental needs
Communicating performance standards to employees
Measuring employee work accomplishments and providing feedback to allow for improvement
Monitoring work accomplishments using checklists, spreadsheets, visual inspection and other methods
Using data to complete annual performance evaluations
Initiating performance awards and disciplinary/adverse actions as warranted
Interviewing potential employees and submitting recommendations for selection
Providing orientation and training for all new employees that are assigned to the areas supervised
Ensuring employees meet all mandatory requirements for training
Investigating hazardous situations, conducting injury and illness investigations and completing injury reporting promptly
Conducting ongoing surveillance for workplace conditions or employee practices not in compliance with regulation requirements
Ensuring corrective actions are instituted
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:45 p.m.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience:
None required.
For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Pharmacy Technician, GS-09
Experience. One year of progressively complex experience equivalent to the lower grade level.
Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
PTCB as a CPhT. OR
NHA as a ExCPT.
Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated:
Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.).
Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.
Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections).
Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area.
Supervisory Pharmacy Technician. Supervisory pharmacy technicians are responsible for management and supervision of at least three GS-08 pharmacy technicians. These positions require significant independent technical judgement and expertise in complex areas of pharmacy practice, regulatory requirements and quality standards. They organize, coordinate and manage programs for the pharmacy service at the facility level. These pharmacy technicians will be responsible for communicating with VISN or national pharmacy leadership as well as individual facility leadership and staff.
Additional Knowledge, Skills and Abilities (KSAs).
Skill in interpersonal relationships in dealing with employees, team leaders and managers.
Ability to utilize staffing methodology principles to determine adequate staffing to coordinate and manage workflow and work activities within pharmacy.
Preferred Experience:
Two to three years experience in training pharmacy technicians
Two to three years experience in high volume prescriptions pharmacy (typing and dispensing above 300 prescriptions daily)
Experience in writing standard operating procedures in outpatient setting
Experience and involvement in patient safety and efficiency improvement projects in outpatient pharmacy setting
Exceptional customer service record and ability to resolve conflicts and disputes between employees or customers and employees
Two to three years of experience in supervising or leading over 10 pharmacy technicians

The full performance level of this vacancy is GS-09.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
