The primary purpose of this position is to assist the Dix Food Service Supervisor and act as a Dix Food Service Section Quality Assurance Evaluator (QAE) to the Contracting Officer for the full food service contract, providing technical leadership and surveillance over appropriated fund contracted food service activities on JB MDL. Duties

As directed by the Food Service Supervisor, maintains administrative and operational records on various aspects of Food Service activities. Performs as the Dix Food Service Section Quality Assurance Evaluator (QAE) to the Contracting Officer for JB MDL and the Force Support Squadrons (FSS). Periodically inventories Government owned equipment and fixtures. Evaluates dally operations of the Dix Food Service Section facilities and records findings, major problems, and/or deficiencies. Ensures contractor is in full compliance with all applicable food related health issues to include the Food Code, proper preparation and storage of food, proper sanitation, recipe development, proper food temperature, etc.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Food Services Series, 1667. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of managing a large food service contract which enables the incumbent to work effectively and independently towards offering a high quality food service operation to the Joint Base McGuire-Dix-Lakehurst (JB MDL) community. Knowledge gained through education and relevant experience, which enables the employee to competently and independently carry out food service projects, programs and services through the application of principles, concepts and techniques of a full food service program. Knowledge of food related equipment in order to determine local requirements, and serviceability, etc. Knowledge of making purchases within the framework of the Department of Defense (DoD) and Air Force (AF) purchasing system. Basic computer knowledge is necessary as most reports are now automated and require basic computer skills and knowledge. OR EDUCATION: One full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position or Superior Academic Achievement. NOTE: You must submit copies of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the food code as well as technical food skills such as food preparation, storage, sanitation, recipe development, food presentation, pastries, soups, gravies, etc. Knowledge of basic contracts, statement of work, quality control plans and contract deficiency reports and ability to develop same. Knowledge in the effective management of all fiscal and physical resources of the food service operation. Knowledge in basic computer skills and the ability to learn and use Microsoft Word, Excel, Power Point, Access Microsoft Outlook, and other computer programs utilized in the performance of the duties assigned. Skill in oral and written communication. Ability to plan, organize and meet deadlines and work with diverse groups and organizations. Ability to navigate the food service Corporate Food Service (CFS) system and be able to understand and interpret products produced by the system. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
