About the Position: This position is located at 82nd Medical Group, Sheppard Air Force Base, Wichita, Texas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Serve as the principal advisor concerning facilities maintenance management. Serve as the Contracting Officers Representative (COR) for the organization. Supervise all minor construction or repair projects. Develop and monitor budget expenditures and to be prepared to shift resources that may be needed to fund unforeseen emergencies. Develop a comprehensive program of facility maintenance and repair for assigned facilities annually. Plan and assign work to be accomplished by subordinates, setting priorities and completion dates. Evaluate performance and give advice, counsel or instruction to individual employees on both work and administrative matters. Interview candidates and recommend appointment, promotion or reassignment to a position within the unit.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• A pre-placement medical examination is required.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.
• This position may require the incumbent to have tuberculosis testing.
• This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.

Specialized Experience: One year of specialized experience which includes managing a maintenance program for office building complexes, hospitals, recreation facilities, military, or other special-purpose installations; monitoring preventive maintenance programs; inspecting facilities to identify maintenance, repair, and construction requirements; identifying short and long term projects; and serving as a contracting officer representative for existing and/or new contracts for facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
