Duties

Summary: The primary purpose of this position is to plan, organize, develop, implement, and monitor the Family Childcare Program to meet the needs of the community and ensure the health and safety of children. Assesses childcare needs and childcare options within the community. Provides on and off base community childcare education and resource and referral services to families requiring childcare. Duties: Ensures Family Childcare Program policies and procedures are in place and followed; recruits new providers to support the mission of the program. Performs a variety of duties in support of the Family Childcare Program to include background checks, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports, creation and maintenance of necessary documentation and files, and carrying out of public relations tasks. Provides training to Family Childcare providers on business practices, supervision and accountability, child abuse, identifying, prevention, and reporting fire, safety, and health regulations, child nutrition etc. Performs a wide variety of administrative duties related to Family Childcare, Expanded Childcare, Missile Care, Home Community Care, Deployment Care, Subsidy, Extended Duty Care, 24/7 Childcare, Air Force Aid Society Childcare for PCS/Volunteers, Respite Care, etc.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Must successfully complete additional training requirements including Cardiopulmonary Resuscitation (CPR) and first aid.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • May occasionally be required to work other than normal duty hours.

Qualifications

This is a Term position NTE 13 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 3 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants have a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Note: you MUST submit copies of your transcript(s). AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the principles, concepts, methodology, and practices of child and youth development to manage a family child care program. Knowledge of applicable regulations and policies to ensure family child care homes and providers are in compliance. Knowledge of criteria, methods, and practices used to evaluate qualifications and suitability of child care applicants and providers. Skill in conducting inspections to ensure adequacy of child care in family child care homes. Skill in identifying and modifying curricula to meet the physical, intellectual, emotional, and social developmental needs of children. Skill in promoting the Family Child Care Program to include informing and educating potential users, providers, parents, and officials. Ability to gather and analyze information; complete a variety of reports; and establish and maintain program documentation and records. Ability to communicate effectively both orally and in writing. OR EDUCATION: Applicants have two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one (1) year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. Note: you MUST submit copies of your transcript(s). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings. 2. Knowledge of childcare regulatory requirements, policies, and practices. 3. Skill in educating, counseling, and advising childcare providers and parents; assessing training and children's developmental needs; and evaluating qualifications and suitability of childcare providers. 4. Skill in compiling, analyzing, and evaluating information; preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission. 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
