This position is located at the Iowa City VA Health Care System (ICVAHCS), located in Iowa City, IA, in the Operations Division, Engineering Service, Biomedical Engineering Section. The incumbent provides professional engineering support to a complex, highly technical, and service oriented Biomedical Engineering Program.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. This is an OPEN CONTINOUS ANNOUNCEMENT. Eligible applications will be referred on a bi-weekly basis until the position is filled. Major Duties Include: Program Involvement and Management: The Supervisory Biomedical Engineer reports directly to the Chief Engineer. He/She receives administrative direction with assignments in terms of broadly defined missions and functions. Responsibility for planning, designing, and implementing programs, projects, studies, and other work to support healthcare technology at the ICVAHCS. Technical Expertise The Supervisory Biomedical Engineer is recognized as the technical expert and advisor on Biomedical Engineering issues and aids in the biomedical engineering support provided by biomedical staff at the medical center. Responsible for providing assistance and educated direction to the clinical staff in selection and utilization of medical equipment. The Supervisory Biomedical Engineer advises the Clinical Department Directors and management staff in the maters of high-cost and high-volume medical technologies, including a wide array of general and specialized biomedical technologies and related technology issues. The Supervisory Biomedical Engineer is responsible for keeping emerging technology awareness and long- term technology viability at the forefront of clinical stakeholder consideration when planning the future care direction of the medical institution. Medical Technology Assessment, Acquisition, and Implementation The Supervisory Biomedical Engineer leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine medical center requirements, design system configurations, and develop specifications. Works collaboratively with the Local Contracting staff, COR Liaisons, and National Acquisition Center to procure medical equipment that best meets clinical needs while containing resources. Supervisory Biomedical Engineer is responsible for keeping current with all procurement documentation requirements, and serves as an institutional expert for consultation with local ICVAHCS and VISN 23 Biomedical staff. Supervisory Biomedical Engineer coordinates implementation of medical technology including assessing installation and site preparation requirements, managing project timelines, monitoring installation, and facilitating training of equipment operators and maintainers. Medical Equipment Management The Biomedical Program has direct impact on all clinical services provided by the ICVAHCS. Supervisory Biomedical Engineer facilitates service support of medical equipment, identifying opportunities and recommending actions to improve service delivery and cost containment. He/she assists in preparing reports for Medical Center committees regarding equipment management. Medical Network Management The Supervisory Biomedical Engineer provides consultative guidance to the Biomedical Equipment Support Specialists - Information Systems. He/she also provides assistance with management of the Networked Medical Device Database and tracking of Key Performance Indicators regarding networked medical equipment. Supervisory Biomedical Engineer also serves as a backup and higher-level support, if needed, for the Biomedical Equipment Support Specialists - Information Systems. Qualifications

Basic Requirements: (a) United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. (b) Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Creditable Professional Engineering Experience. To be creditable, experience must have been accomplished after receipt of the bachelor's degree, and/or CCE certification, and requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions and be directly applicable to the assignment. Grade Determinations: Supervisory Biomedical Engineer (Clinical), GS-13 Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations All qualifying experience you possess must be clearly described in your application package.
