Duties
MAJOR DUTIES: Responsible for the overall operation and administration of MCCS Accounting Section and the timely and accurate processing of financial information; the production of financial statements; analysis of financial operating results; and data to prepare and present the annual budget for command approval. Makes changes, additions or adjustments to the budget after appropriate approval. Responsible for the overall operation and administration of the ADP Accounting System consisting of Data Preparation, Accounts Receivable, Accounts Payable, General Ledger, inventory Control, and the accuracy of employees¿ timecards for payroll. Responsible for the interpretation of higher headquarters directives, developing local compliance procedures such as Standard Operating Procedures (SOP) and employee desktop Procedures; and address related problem situations to fully manage and maintain the most efficient financial and personnel management environment for the Division. Administers the investment program to provide the greatest returns. Processing all financial documents timely and accurately.

Qualifications
MINIMUM QUALIFICATIONS: Bachelor's Degree in Business Management, Finance or Accounting is required. Must possess at least 15 hours in accounting. Must have four years extensive professional experience in Financial Management or a closely related field. Must have the ability to plan, direct, and coordinate difficult and complex programs. Must possess a broad knowledge of and ability to utilize generally accepted accounting principles, methods, techniques and systems. Knowledge of payroll, cost, fiscal, supply procedures to authorize and account of funds, prepare documents and develop budget estimates. Must have knowledge of internal review and cost analysis dealing with non-appropriated and/or appropriated funds. Must have the ability to identify and analyze problems and select solutions and alternatives. Skill to supervise employees in the accomplishment of work. Must have the ability to plan, direct, and coordinate difficult and complex programs. Must have a good understanding of the investment process utilized to enhance operating capital. Must possess excellent oral and written skills. Must possess great people skills and have tact and diplomacy in dealing and communicating with other people. This is a white-collar position where occasional lifting up to 20 lbs may be required.
