Duties

The primary purpose of this position is: To develop and manage the unit air traffic training Controller Development Program (CDP) and Standardization and Evaluation Program. Assists the primary Terminal Instrument Procedures Specialist (TERPS) in the development and management of the TERPS programs. Develops and manages the unit air traffic Controller Development Program (CDP) Administers the air traffic control certification and rating program according to FAAO 7220.1, Federal Air Regulations (FAR's) and USAF requirements Manages the Controller Indoctrination Program, Limited Weather Observation Program and Air Traffic Control Quality and Assurance Program Conducts classroom training for new hire personnel; oversees the on-the-job training program for new hire personnel. As required, directs air traffic control operations, activities, and personnel As directed by the AOM or A TM assists the primary Technical Instrument Procedures Specialist (TERPS) in the management of the TERPS program

  • Must maintain proficiency in air traffic control duties as defined by Air Force Instructions, local policies, and the AOM
  • Must possess and maintain a current and valid FAA Air Traffic Control Specialist Certificate
  • This position has been designated for drug testing
  • Subject to urinalysis testing prior to appointment and subject to random urinalysis testing as a condition of employment
  • Must be able to obtain and maintain a Secret clearance

Qualifications

This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS (5 USC 3382, Involuntary Separation for Retirement; 5 USC 8335(a) and 8425(a), Mandatory Separation; 5 USC 8336(e) and 8412(e), Immediate Retirement; 5 USC 8339(e) and 8415(d), Computation of annuity). This position may be entitled to 5% premium pay as authorized by 5USC 5546a (a)(1) The purpose of these programs is to provide tower and terminal radar services to military and civilian aircraft to insure the safe and expeditious movement of the aircraft at Westover ARB and surrounding airspace operating by use of radar and/or visual means. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR), Air Traffic Control Series, 2152. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations; knowledge of operational FAA, USAF, DOD, AFRC, and local Air Traffic Control directives and instructions; knowledge of civil engineering rules and regulation relating to airfield waivers, airfield construction, and airfield clearance zones; knowledge of Federal Aviation Administration flight inspection procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of operational FAA, USAF, DOD, AFRC, and local Air Traffic Control directives and instructions; general knowledge of USAF standard operating procedures, rank, organizational structure, customs, and courtesies. Knowledge of instructional systems, training management, and quality assurance program procedures; knowledge of Air Traffic Control certification and rating program according to FAAO7220.l, FAR's and USAF requirements. Knowledge of standard administrative and correspondence practices required in day-to-day operations; knowledge of civil engineering rules and regulation relating to airfield waivers, airfield construction, and airfield clearance zones. Knowledge of the procedures that are related to flight handling, airways and airspace structures, navigational facilities, and flight check inspections; knowledge of the relationship/coordination required between ATC, non-ATC agencies, and other components of the air traffic control system. Ability to operate office automation equipment and software, to include ATC Computer Base Training (CBT), Air Traffic Control Training Device (ATCTD) automated programs, and TERPS automated programs; knowledge of Federal Aviation Administration flight inspection procedures. Knowledge of different types of instrument approach procedures; knowledge of flight information publications ordering, reviews, and change process PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
