This position provides engineering and/or consultation and assistance in the design and construction of health care facilities, staff housing units, site improvements and other related physical plant facilities and equipment for the Crow Service Unit, located in Crow Agency, MT. The incumbent has responsibility for the technical and business management of designated projects from the preliminary planning stage through the design, construction, equipment installation and checkout stages.
Duties
Develop and advise on the nature and scope of operation, modification, preventive maintenance and repair of facilities.
Coordinate activities related to the design and construction of assigned projects. Projects may include new construction and site development, major and minor repairs, improvements, alterations, and equipment installation and replacement.
Respond to work requests and communicate work assignments, estimate staff resources, authorize work, schedule work, maintain record keeping, cost accounting, material control and track labor.
Maintain files of schematic diagrams, blue prints, working drawings, repair manuals, operation and maintenance manuals, operating instructions, pre-design reports, engineering studies, specification manuals and financial reports.

MINIMUM QUALIFICATIONS:
GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or 1 year of specialized experience equivalent to GS-9.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Researching and applying engineering principles and practices to solve practical engineering problems related to facility management operations; identifying deficiencies in engineering operations to make recommendations for performance improvements; performing supervisory functions to include managing work loads of subordinates and resolving disciplinary problems; and providing technical written and oral guidance and instruction on facility management operations
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience applying engineering principles, concepts and practices to solve practical engineering problems with sound engineering judgment, resourcefulness, and intuitive planning. Experience in overseeing a diverse workforce including developing goals and objectives of an accreditation program; preparing policies, procedures and guidelines for implementing preventive and operations maintenance. Experience in serving as project manager for sustainability activities. Experience in reviewing architectural and engineering drawings for new building construction. Experience in performing administrative activities to effectively conduct an accreditation program.
Definition of Professional Engineering Experience: The professional engineering experience required for grades GS-7 and above is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability.
Professional knowledge of engineering is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year engineering program leading to a bachelor's degree, or the equivalent.
Professional ability to apply engineering knowledge is defined as the ability to (a) apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; (b) adapt and apply methods and techniques of related scientific disciplines; and (c) organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
