This notice is issued under direct-hire authority to recruit new talent to occupations for which NIST has a severe shortage of candidates.
Duties
Provides program, policy, and strategic planning analysis for the Program Coordination Office
(PCO) Director and NIST Chief of Staff (COS) across the full scope of PCO equities. Provides program, policy, and strategic planning guidance and recommendations to NIST senior leadership, including recommendations on internal and external person-to-person interactions and organizational dynamics. Develops written correspondence and proposals for programs, policies, and strategic planning and ensures consistency of such implementations within NIST as well as alignment with other DOC bureaus and across the USG as appropriate. Serves as a representative to other internal NIST offices and OUs related to programs, policies, and strategic planning. Coordinates interactions with external stakeholders and integrates with NIST subject matter experts and senior leadership, including preparing and informing the PCO Director, NIST COS, NIST Director, and Associate Directors.

Qualifications
Basic Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
ZP-IV:
In addition to the basic requirements: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience in a policy-related role for a multidisciplinary organization, including program analysis and assessments; strong skills in generating written and oral policy content, including integration of best practices from the social sciences and/or psychology; experience aligning organizational policy efforts with stakeholder policy offices; experience relating organizational policy efforts with internal programs
ZP-V
In addition to the basic requirements: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST). Specialized experience is defined as experience in a policy-related role for a multidisciplinary organization, including program analysis and assessments; strong skills in generating written and oral policy content, including integration of best practices from the social sciences and/or psychology to achieve successful person-to-person interactions and organizational dynamics; experience leading the alignment of organizational policy efforts with stakeholder policy offices; experience relating organizational policy efforts with internal programs; experience representing an organization related to policy matters with government and/or private sector stakeholders; experience providing analyses, assessments, and briefing materials directly to Senior Executives and other organizational senior leaders.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
