This position is located in the Office of Protective Medicine (MED/OM/PM), Directorate of Operational Medicine, Bureau of Medical Services. MED/OM/PM is responsible for medical support to security, protective, and crisis response, including the deployment of specialized "physician extenders" with an advanced scope of practice to support Diplomatic Security, serving as technically and tactically capable members of the supported element.

Duties

Serves as the Director of Protective Medicine; develops, leads, and directs medical support programs to security, protection, crisis response, and other special operations. Provides direct medical support to security, protective, and crisis response operations as a "physician extender" with an advanced scope of practice and medical privileges issued by the Bureau of Medical Services. Serves as a medical emergency manager responsible for supporting diplomatic facilities in crisis, developing medical contingency plans, and advising leaders on medical responses to natural/manmade disasters. Frequently, and with little/no notice, deploys as an integrated and armed team member with the Bureau of Diplomatic Security's Office of Mobile Security Deployments. Leads medical contingency exercises, advises on WMD (weapons of mass destruction) medical response, and performs contract management functions for medical and security-related supplies and services, to include medical evacuation services.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  Applicants MUST meet the Basic Requirements below: Education: Bachelor’s or graduate/higher level degree: major in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Note: All applicants MUST submit transcripts by the closing date of this announcement. IN ADDITION to meeting the basic requirements above, you MUST have at least one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position; is related to the work of the position; is equivalent to at least the GS-14 level in the Federal service; and demonstrates the following: Experience providing direct medical support to military, governmental, or law enforcement operations. Experience developing/leading medical contingency plans and responses. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." THE FOLLOWING SELECTIVE FACTOR IS REQUIRED: This position requires the incumbent to furnish medical care to eligible persons and candidates must hold requisite medical credentials to seek advanced practice emergency medical privileges from States' Bureau of Medical Services. Must hold one of the below active and current medical credentials: Active License as a Physician or Doctor of Osteopathy in a U.S. State or Territory Active License as a Physicians Assistant in a U.S. State or Territory Active License as a Nurse Practitioner in a U.S. State or Territory Active License as a Paramedic (or equivalent) in a U.S. State or Territory Current Paramedic Certification by the National Registry of Emergency Medical Technicians Current Certification as a Critical Care Paramedic (CCP-C) by the International Board of Specialty Certification Current Certification as a Flight Paramedic (FP-C) by the International Board of Specialty Certification All applicants WILL BE required to submit a copy of their license or certification as verification of medical credentials requirement. IN ADDITION This position requires the incumbent to carry a firearm while performing duties and maintain firearm proficiency and successfully pass periodic firearm qualifications, and meet the fitness for duty requirements in Volume 12, Part 040 of the Foreign Affairs Manual.   Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition, as defined by 18 U.S.C. 921(a)(33) and used in 18 U.S.C. 922(g)(9) (Lautenberg Amendment (1996) to the Gun Control Act of 1968) are not qualified for this position. MEDICAL REQUIREMENTS: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. The incumbent must pass periodic physical examinations, meet physical standards set by the Agency for the position. TRAINING: Must complete appropriate Diplomatic Security high threat training within 6 months of employment and demonstrate continued proficiency as a condition of employment.  Candidates will be required to sign a Statement of Understanding (SOU) and/or training agreement attesting to their understanding that failure to successfully complete the training will result in removal.
