This is a Pathways Internship Program appointment. Positions are located in the Immediate office of the Inspector General, Office of Audit Services, Office of Investigations, Office of Evaluations and Inspections, and Office of Management and Policy of the Inspector General, U.S. Department of Health and Human Services. This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy.

Duties

Plans and carries out routine work independently and participates on more complex studies and projects to develop expertise. The employee makes minor adaptations to procedures and accepted practices and handles unexpected conditions arising in the normal course of the work. The work product affects the accuracy, reliability, or acceptability of further analytical processes. Performs routine and recurring assignments in the specialty area; Identifies and resolves issues and problems; Gathers and analyzes basic facts; organizes documentation to facilitate use by more experienced information technology (IT) specialists in troubleshooting problems; Prepares standard, recurring reports; Evaluates established methods and procedures and prepares recommendations for changes in methods and practices; Prepares and updates manuals, instructions, and operating procedures; Provides information and assistance to customers; Ensures the application of appropriate security measures to the assignment. Performs computer-related duties related to well-defined subject-matter applications. Participates in overall planning, proposing, and/or designing for segments of large or more complex programs.Designs modifications to internal program structure of files and records. Determines detailed sequence of actions in program logic. Codes, tests, debugs, and documents programs.Performs other duties as assigned.

Qualifications

This is an excepted service appointment under the OIG Pathways Internship Program. The internship will begin May 2023 and is not to exceed September 30, 2023. This appointment does not allow for non-competitive conversion to a term or permanent appointment in the federal service. Internship Eligibility Requirements: Individuals accepted for enrollment (must provide an acceptance letter from the academic institution on letterhead) or students enrolled (you must provide academic transcripts) in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate. Note: You must provide an unofficial academic transcript that reflects your current enrollment and a verification of Summer and/or Fall 2023 enrollment. If you have been accepted for enrollment at a qualifying academic institution, you must submit an acceptance letter from the academic institution on the institution's letterhead. For Summer 2023 or Fall 2023 enrollment, you must provide sufficient proof of acceptance. Minimum Qualifications: To qualify for the GS-05 grade level, the applicant must: Have completed a 4-year course of study leading to a bachelor's or equivalent degree; or a Bachelor's degree; OR Have one year of specialized experience equivalent to at least the GS-4 level in the Federal service or obtained in the public sector. Specialized experience includes basic experience in standard computer hardware and software programs and preparing written reports; OR Qualify based on a combination of education and experience for the GS-05 grade level if the applicant exceeds 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. To qualify for the GS-07 grade level, the applicant must: Have 1 year of graduate level education or superior academic achievement; OR Have 1 year of specialized experience at the GS-05 grade level or equivalent level. Specialized Experience includes experience in standard computer hardware and software programs; experience with computer security, including layers of protection, anti-virus software, logins, passwords and user rights; and preparing written reports.; OR Qualify based on a combination of the experience and education requirements described above. Note: Superior Academic Achievement (SAA), may be substituted to meet the specialized experience requirement. Superior Academic Achievement (SAA) allows applicants to apply for certain positions at the GS-7 level if they have a Bachelors degree in a qualifying field of study and they meet one of the following requirements: class standing (upper 1/3 graduating class), G.P.A. is 3.0 or higher, or if applicant was a member in a National Scholastic Honor Society. *One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks. To qualify for the GS-09 grade level, the applicant must: Have 1 year of specialized experience, equivalent to the GS-07 grade level in the Federal service, which has equipped the applicant with the competencies required to perform successfully the duties of the position. Specialized experience includes experience and skill in standard computer hardware and software programs; experience and skills in computer security, including layers of protection, anti-virus software, logins, passwords and user rights; and preparing written reports; OR Have two full years of progressively higher level graduate education leading to such a degree, or a LL.B or J.D.; OR Qualify based on a combination of the experience and education requirements described above. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-7 and GS-9 grade levels, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. At the GS-9 grade level only graduate level education in excess of the first year (18 semester hours) may be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Positive Education Requirement: This position has a position education requirement, as indicated below. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted.
