The Federal Housing Finance Agency, Office of Inspector General (FHFA-OIG) promotes the economy, efficiency, and integrity of FHFA's programs and operations by conducting audits, investigations, evaluations, and reviews and recommending courses of action designed to support FHFA's mission of ensuring a safe and sound mortgage finance system that provides reliable liquidity and funding for housing finance and community investment.
Duties
The position is in the Office of Investigations, Investigative Support Unit (ISU).
The ideal candidate for the Investigative Analyst (IA) position comes to the job with experience working side-by-side with law enforcement personnel, special agents, federal and state prosecutors, and other criminal investigators on financial fraud investigations that are complex in nature. This entails financial reconstruction of fraud schemes; money and asset tracing; voluminous bank record and wire transfer analysis; and quantification of fraud loss and/or pecuniary gain to the investigative targets. Excellent organizational skills and communication skills are a must. The IA works on deadline-driven projects and may be called upon to testify as an expert in the grand jury or a jury trial.
The following are the duties of this position at the EL-13. (Equivalent to the GS-13) However, the position that you are applying to is at a lower grade. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Provide support for Special Agents in the field as well as Federal, State, and local prosecutor offices in connection with FHFA-OIG cases.
Establish and utilize a variety of generally accepted methodologies for collecting, evaluating, and creating investigative data.
Prepare factual chronological summaries of collected evidence and data on subjects, acts, events, documentary materials, etc., much of which may be inconclusive or unverified, as part of involvement in complex and lengthy projects and investigations.
Apply an understanding of the significance of criminal patterns and conditions, and uses knowledge of current and past situations, to document patterns, validate project data, develop conclusions, and determine probabilities.
Utilize various specialized software programs and other financial and analytical databases to gather, summarize, and analyze statistical data on investigative activities and prepare written reports, including statistical analysis showing trend analysis on criminal activities.
Qualifications
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the EL-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-12 grade level in the Federal service. Specialized experience includes:
- Gathering data on allegations or investigations using law enforcement and intelligence databases; AND
- Researching, analyzing, and evaluating information, databases, financial records, bank statements, and evidence; AND
- Developing, writing, and editing investigative reports and related correspondence.
Specialized experience: For the EL-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-11 grade level in the Federal service. Specialized experience includes:
- Experience with using law enforcement intelligence databases or other databases; AND
- Assisting with researching and analyzing databases, such as financial records, bank statements; AND
- Assisting with developing or writing reports and related correspondence.
Specialized experience: For the EL-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-09 grade level in the Federal service. Specialized experience includes:
- Applying investigative procedures and techniques in order to analyze, research and/or evaluate financial data AND
- Assisting others with investigations.
OR
You may substitute education for experience as follows: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
Combination of experience and education. This is creditable providing the combination consists of 100% of the requirement. Only graduate level education in excess of 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the EL-13, you must have been at the EL/GS-12level for 52 weeks.
- For the EL-12, you must have been at the EL/GS-11level for 52 weeks.
- For the EL-11, you must have been at the EL/GS-09level for 52 weeks.
