Duties

The technician operates an instructional resources center, provides for Milwaukees' document obligations to library networks; manages the circulation desk and the serials program. This position requires accuracy, attention to detail, and a thorough acquaintance with medical library procedures and interlibrary loan procedures. Must work with vendors and publishers. Has full responsibility for the Library Service's document loan service (interlibrary loans). Develops and maintains active liaison and cooperative relationships with other libraries on a local, regional or national level for the expeditious acquisition of loan materials. Utilizes specialized on-line database systems tailored to this library. Maintains a suspense file of periodical subscriptions by monitoring receipt of materials and taking corrective follow-up actions for non-receipt of materials. References and utilizes several complex automated systems including DOCLINE (the automated loan system of the National Library of Medicine) , OCLC (Online Computer Library Center) and VALNET. Oversees or performs as needed, the daily retrieval, copying, and mailing or faxing of photocopies, books, and audiovisuals. Verification of correct bibliographic information prior to processing to eliminate incorrect or incomplete citations will include searching various databases of MEDLARS, VALPAQ, the online union catalog and/or OCLC. Accurately receives, records, sorts, stamps with identification, security logos, etc. Adequately processes information relating to changes in journal maintenance. Responsible for accurate and timely submission of serials holdings reports to VALNET, GMRNLM, the Illinois State Library and other lists as required. Performs an annual inventory and updates journal holdings list to reflect all changes prior to beginning of calendar year. Maintains automated or manual loan files and statistics as required. Continuously monitors journal usage to cancel low-use titles. Recommends new titles based on program changes and analysis of interlibrary loan requests. Maintains a list of our "want" and/or "need" lists of missing or lost journal issues and checks against excess lists. Maintains the billing system for the interlibrary loan requests received by library service. Qualifications

To qualify for this position, applicants must meet all requirements 3 days from the closing date of this announcement, 04/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicating on the telephone and in person to a variety of hospital staff, patrons and vendors; Maintaining poise and composure when dealing with difficult patrons; Knowledge of a variety of book and journal publishers and the ability to read and pronounce titles of books and journals, including those with medical, foreign words and/or titles; Ability to read and understanding medical subject classification for monographs and other printed material; Understanding of basic medical terminology. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Organizational StewardshipTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work requires some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching, pushing loaded book trucks, and recurring lifting of moderately heavy items such as boxes of books and or journals Over 25 lbs. Less than 25% of the daily activities involves sedentary work.
