The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S.
Duties
Lead development and execution of strategic, interagency implementation plans for offensive counterintelligence activities.
Drive appropriate collaboration and integration efforts across the offensive CI community.
Develop offensive CI priorities, initiatives, and challenges, and support relevant briefings to IC officials and other stakeholders.
Serve as the interagency representative for the appropriate offensive CI community collaboration tools and capabilities. Lead and support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges.
Other duties, as assigned.
Qualifications
Mandatory Requirements:
Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes; and policy development.
Excellent ability to anticipate issues relevant to the CI community and United States Government and recommend/implement needed actions.
Expert leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Excellent ability to design and implement integration strategies for CI initiatives and programs.
Expert critical thinking skills, including the ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Excellent ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for offensive CI initiatives.
Expert interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Excellent oral and written communication skills, including expert ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Desired Requirements:
Certified through JCITA's Advanced Foreign Counterintelligence Operations Course or similar training certification.
Previous CI experience as a trained offensive counterintelligence case officer.
Experience working alongside trained counterintelligence case officers in analytic support capacity with knowledge of offensive counterintelligence operations.
