The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Environmental Compliance Section.

Duties

Plans, organizes, and directs the activities of Environmental Compliance, ensuring that environmental program areas assigned comply with legal and regulatory requirements and meets customer needs Exercises supervisory personnel management responsibilities Represents Environmental Compliance with a variety of installation and functional area organizations Manages environmental compliance programs at three geographically separated areas (McGuire, Dix, and Lakehurst) with different missions (e.g. refueling and cargo aircraft, live-fire training ranges, troop mobilization, tactical vehicle maneuvers, natural disaster response staging, and research and development), different DoD agencies, and different non-DoD agencies

  • This is a Supervisory Position. This position May require a 1 year probationary period
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Work requires significant amounts of travel between geographically separated areas of the base for supervisory duties and meeting attendance
  • May be required to serve as a member of the Emergency Response Force during exercises or in the event of an actual emergency
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required

Examples of specialized experience includes developing goals and objectives that integrate organization and Environmental Compliance objectives; advising and providing counsel to employees regarding policies, procedures, and directives of management; establishing, developing, and maintaining effective working relationships with base agencies; working with numerous environmental data reporting and financial management systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of current U.S. environmental laws and regulations including but not limited to, Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Spill Prevention Containment and Countermeasures Act, Toxic Substance Control Act, Toxic Release Inventory, Emergency Planning and Community Right to Know Act, Soil Conservation and Erosion Control Act, Energy Independence and Security Act, DoD, Air Force, Army and Navy instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to effectively communicate via a formal briefing or in a public speaking forum and to develop concise written technical information appropriate for both AF wing level briefings as well as briefings to outside agencies. 6. Ability to provide technical environmental resource and expertise to subordinates as needed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
