Positions are located under the Navajo Area Indian Health Service (NAIHS), in the Division of Acquisition Management and Contracts (DAMC), Regional Acquisition Office. The incumbent serves as a Contract Specialist and is responsible for performing pre-award and post-award acquisition functions. Position available are located at Northern Navajo Medical Center and Four Corners Regional Health Center in Red Mesa, Arizona.
Duties
GS-5/7 Grade Level:
Serves as an Advance Trainee. As part of planned career development works with and assist senior members of the staff in the performance of work assignments.
Reviewed requires for procurement analyzes requirements and recommends revisions to the statement of work.
Prepares acquisition documents.
Analyzes bids/proposals/quotes. Awards purchase order or contracts.
Utilizes common contract methods under the direction of a senior specialist or supervisor.
Obtain pre-award; verifies deliveries and monitors inspection and acceptance.
Interprets and applies pertinent regulations in order to prepare written materials which communicate the intended information. Researches and analyzes data issues and information that support project recommendations or the work assignments of higher grade specialists.
GS-9/11 Grade Level:
Serves as Contract Specialist responsible for all aspects of the contracting transactions from initiation of a requirement to recommendation of award of a contract to procure items or services where standard contracting procedures must be modified.
Reviews complex requests for procurement. Provides guidance to technical and requirements personnel involved in the development of the statement of work or data requirements and specifications.
Prepares a written request for proposal and invitation for bids/proposals, publicizes the requirement, issues the solicitation document, analyzes offers received, prepares a negotiation position, evaluates technical and cost proposals, negotiates cost, fee or profit as well as technical issues and enters into a formal contract with the offeror.
Utilizes a variety of price/cost analysis techniques involving a wide range of related factors affecting contractor's costs, for which pertinent historical data are generally available.
Analyzes and evaluates price/cost proposals for new procurements, changes, follow-up procurements, price re-determinations, etc.
Performs contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities.
Identifies appropriate contract type,, including small business requirements.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Basic Requirements for GS-5 through GS-12:
A. 4-year course of study leading to a bachelor's degree with a major in any field;
-OR-
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-07: One (1) full academic year of graduate education or law school or a bachelor's degree with superior academic achievement; or, one (1) year specialized experience equivalent to at least GS-5 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: preparing solicitation documents to procure specialized supplies, equipment, services, and/or construction activities, contracting by negotiations (such as commercial off-the-self) or by formal advertising (such as sealed bids), analyzing bids/proposals, and recommending award of contracts after review. My experience provided me with knowledge of Federal Acquisition Regulations, Competition in Contracting Act, procurement statutes, policies and regulations.
GS-09: Two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.; or, one (1) year specialized experience equivalent to at least GS-7 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information.
GS-11: Three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree; or, one (1) year specialized experience equivalent to at least GS-9 grade level. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing all aspects of the contract from initiation to recommendation of award; administering a variety of fixed-price contracts of different types which contain terms and conditions such as progress payments, quantity options, Government-furnished property or similar provisions; administering specific phases of complex contracts such as cost contracts with incentives.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
SELECTIVE PLACEMENT FACTOR for GS-11 Grade level: Must possess and maintain, a current Federal Acquisition Certification in Contracting (FAC-C) level I or equivalent.(Attach Copy of certification and DAU transcripts with your application)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
