This position located in Gulf Islands National Seashore, in the Science and Resource Stewardship Division. This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years. Term positions do not convey permanent status in the Federal service. Open to the first 100 applicants or until 05/01/2024 whichever comes first. Duties

As a Biologist, you will perform the following duties: Develops and prepares major portions of the resources management plan primarily dealing with biotic resources. Prepares specific actions plans pertaining to the management and protection of natural resources. Plans and coordinates shorebird and colonial bird nesting surveys as necessary for protection and restoration of sensitive and listed species. Attends management and professional conferences and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for park stewardship. Negotiates cooperative and interagency agreements. Coordinates surveillance to help detect invasion and new colonization by non-native plant species. Coordinates chemical and manual control actions to control non-native plant species. Provides all necessary tracking, reporting and documentation required by the natural resource trustees for projects funded through restoration fund sources. Writes new monitoring documents that define monitoring techniques and develops methods for future refinements of protocols. Develops and carries out statistically valid data collection protocols for the monitoring of plant and animal communities and the results of protection, mitigation, and restoration projects. Prepares environmental assessments (EAs) for projects in compliance with the National Environmental Policy Act.

All qualifications must be met by the closing date of this announcement-05/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position in the 0401 series, you must possess at least one of the following Basic Requirements by close of the announcement: BASIC REQUIREMENTS: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in subject such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to the Basic Requirements listed above, to qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: developing, testing, and/or implementing scientific monitoring protocols; conducting inventories to determine statistically valid plot distributions and design; performing data collection using advanced technology such as electronic data collectors; and preparing environmental assessments (EAs) for projects in compliance. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- COMBINATION of EXPERIENCE AND EDUCATION: Combinations of successfully completed education and specialized experience may be used to meet total experience requirements. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed higher-level graduate education semester hours (that are in excess of 36 semester hours) by 36. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: Only higher-level graduate level education in excess of more than two-years may be used to qualify for this position. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
