This position is located in Lyndon B Johnson National Historical Park, in the Administration Division.

Duties

Duties will be developmental in nature when filled below the full performance level. At the GS07 level, the incumbent is given assignments to develop into the principal advisor and management consultant to the Superintendent and management team for human resources activities, park housing, travel administration, payroll administration, and a variety of routine administrative matters. At the GS09 level, the incumbent is the principal advisor and management consultant to the Superintendent and management team for human resources activities, park housing, acquisition and property management, travel administration, payroll administration, and a variety of routine administrative matters. This position reports to the Administrative Officer (AO) for LYJO. As needed and at the discretion of the LYJO superintendent, and/or AOs, this position may also assist WACO administrators and/or managers.

Qualifications

All qualifications must be met by the closing date of this announcement-04/24/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: entering and tracking to completion of personnel action requests in FPPS or USA Staffing; researching to provide answers to questions and providing guidance to employees regarding human resources, leave, and pay; reviewing travel documents for accuracy and compliance with regulations; assisting employees with unusual travel authorizations and vouchers; operation of computerized information systems; purchasing; and preparation of a variety of forms and reports; assisting with coordination and management of a park housing program; assisting with coordination and management of property inventories. Technical and clerical work is generally not creditable. You must include hours per week worked. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education or superior academic achievement. To qualify based on superior academic achievement, applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses OR Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum OR Election to membership in a national scholastic honor society. If qualifying based on education, you must submit transcripts with your application materials. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example: I have 6 months of specialized experience (50% of the requirement), and 12 credits of graduate education (3/4 of a year of grad school). The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing a wide variety of advanced administrative specialist functions such as advising management and staff on administrative policies and procedures; facilitating consultation meetings with management and human resources and/or coordinating Human Resources functions; coordinating work of timekeepers or travel arrangers; procuring supplies and services with a government charge card or through contracting; researching, reviewing and developing standard operating procedures; coordinating and managing a park housing program; coordinating and managing property inventories. To be creditable, specialized experience must have been equivalent in level of difficulty and responsibility to that of at least the next lower grade level in the normal line of progression for the occupation in the organization. Technical and clerical work is generally not creditable. You must include hours per week worked. You must include hours per week worked. -OR- EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above for example, six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hours of directly-related graduate level education in an accredited educational institution (50% of the qualifying education). (Please note: Only graduate education in excess of the first 18 semester hours may be used in this calculation.) The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
