The incumbent serves as the Resources Management Chief stationed in Beach Lake, Pennsylvania and is responsible for providing the overall direction and supervision for the management of day-to-day operations and resources management/protection. The incumbent is the senior principal advisor in the management of cultural and natural resources. The incumbent reports directly to the Superintendent (GS-14).

Duties

Major Duties: The incumbent serves as the Integrated Resource Management Program Manager stationed in Beach Lake, Pennsylvania and is responsible for providing the overall direction and supervision for the management of day-to-day operations and resources management/protection. They serve as the senior principal advisor in the management of cultural and natural resources at Upper Delaware Scenic and Recreational River. The incumbent is responsible for carrying out a multi-year and multi-disciplinary, fully integrated natural and cultural resource management program for the park involving sensitive and multi-faceted issues that may impact a wide variety of natural and cultural resources and internal and external interests/organizations. They coordinate and manage the work of a team who carries out natural and cultural program activities, including long-range monitoring of water and air quality; inventory and monitoring of plant and animal species; archeology; ethnography; museum collection management; historic preservation; cultural landscape management; scientific data management including geographic information systems; and environmental compliance.

Qualifications

All qualifications must be met by the closing date of this announcement-05/01/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. BASIC EDUCATION REQUIREMENTS: Basic Requirement Cultural Resource Specialist, GS-0101-12, Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in social science such as history, anthropology, archeology, or related disciplines appropriate to the position. Basic Requirement Biologist, GS-0401-12, Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Basic Requirement Physical Scientist, GS-1301-12, Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. - AND - To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: Have at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Qualifying specialized experience for this position include, but is not limited to: providing natural or cultural resource program support and professional advice in at least one of the occupations listed above; participating as a professional member of a research team; providing technical assistance and serving as a subject matter expert in the conduct of research studies; planning or participation in the planning of natural or cultural resource projects or studies; researching, developing, and preparing manuscripts for professional publications. You MUST include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.
