This position is located at the U.S. Mint in Washington, DC as part of the Financial Directorate. As a Supervisory Contract Specialist, you will be managing and providing staff direction for a procurement program; understanding customer/business needs; developing procurement plans and strategies; identifying problem areas; determining action-required to improve program effectiveness; and overseeing and acting as Contracting Officer for work being performed at the Administrative Resource Center.

Duties

As a Supervisory Contract Specialist, you will: Advise agency program managers and other Contract Specialists on difficult procurement problems Be responsible for taking initiative in the identification of needs and potential problems; finding means for their solution; and developing active and reasonable well-informed management and supervisory participation Have knowledge of procurement and contract laws, principles, concepts, and practices to plan, manage, and make decisions and recommendations that significantly affect long range procurement management matters

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Be sure all experience is documented in your resume by indicating place of employment, job title, length of time performing the duties, and the name and contact information for the supervisor. We must be able to verify this experience in your resume in order for you to receive credit. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: Experience planning and coordinating an organization's procurement program. Examples of such experience could include (but are not limited to): -Understanding customer/business procurement needs -Develop procurement plans and strategies -Identifying procurement problem areas -Advising others on difficult procurement problems and offering effective alternatives and resolutions **You must hold a certificate in either the legacy FAC-C Level II in Federal Acquisition in Contracting (FAC-C), or FAC-C Professional, or DAWIA (Defense Acquisition Workforce Improvement Act)/Department of Defense (DoD) Contracting certification. Please submit a copy of your certificate for verification.** In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Basic Requirements for GS-13 and Above:

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D of OPM requirements.
