The primary purpose of this position is to provide assistant level support of management and/or program analytical functions. The work supports efforts to evaluate or improve the efficiency, effectiveness, and productivity of organizations and programs; and/or involves records, reports, directives, forms, space, equipment utilization or similar management systems.
Duties
Provides direct support to the Chief of Operations by organizing, collecting, analyzing and presenting information related to the current and future program/project workload for organizations which have diverse functions and also have periodic changes in workloads, budgets, staff levels, and/or have periodic changes in work processes or program objectives. Information encompasses manpower, resource, and financial requirements.
Controls and monitors the management of records for an organization which is large or complex, has numerous or diverse functions, and has periodic changes in work processes or functions.
Assists the Chief of operations in accomplishing manpower management actions. Searches through files and other reference material, organizes and presents factual information.
Prepares correspondence, reports, and other documents in draft and final form using a word processor. Ensures correct grammar, spelling, capitalization, punctuation and format.
Uses office automation skill to help perform management and/or program support assignments. Updates, revises, sorts, calculates, and manipulates data in spreadsheets to meet multiple report formats and produce standard reports. Independently performs various general clerical duties in support of the organization's office operations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems complicated by organizational characteristics such as numerous functions, diverse functions, changing work processes, changing staffing levels, and changing program objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the organizational and functional responsibilities and operations of the employing organization. Knowledge of general office administrative and clerical procedures.
2. Ability to gather, analyze, and present facts. Ability to use office automation tools and techniques to generate reports, briefing materials, and/or comparable documents.
3. Ability to communicate orally. Knowledge of staffing resources/manpower requirements management.
4. Ability to communicate in writing. Ability to type; must be a qualified typist.
5. Ability to plan, organize work, and meet deadlines. Ability to research, analyze, interpret and apply rules, regulations, and procedures.
6. Knowledge of one or more information management areas, e.g., records, forms, directives, correspondence, and/or mail.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
