This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Financial Management Analyst for Headquarters, Department of the Army (HQDA) Office of the Chief of Public Affairs (OCPA) and its Field Operating Activities (FOA), located in Arlington, VA.
Duties
Plan, coordinate, and manage the implementation and operation of the General Fund Enterprise Business System (GFEBS).
Ensure that all funds are expended in accordance with established guidelines.
Manage, plan, organize, and administer annual and multi-year budgeting in support of a wide range of financial, administrative, analytical, and management activities throughout the HQDA, Field Operating Agencies.
Regularly perform reconciliation and analysis of expired and cancelling year source documents to the funding in the system and/or on reports to ensure timely and accurate recording, integrity, and adequacy of data reported.
Formulate the out-year resource requirements spanning six fiscal years for the Program Objective Memorandum (POM).
Work and implement using of G-Invoicing long-term solution for Federal Programs manages intragovernmental buy/sell transactions.
Monitor the Office of the Chief of Public Affairs (OCPA) management control issues, actions, proposals, and plans relating to various staff programs.
Requirements
- You may be expected to travel up to 25% for this position.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

You will receive credit for all qualifying experience, including volunteer experience. GS-11
Specialized Experience:
One year of specialized experience which includes assisting with the implementation and operation of business systems such as: General Fund Enterprise Business System (GFEBS); utilizing financial platforms such as: G-Invoicing; applying concepts of financial management; and developing financial policies for program effectiveness. This specialized experience is equivalent to the GS-9 grade level in the federal service.
OR
Education:Successful completion of a a Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business administration, finance, or public administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Specialized Experience:Specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. Compute the percentage of the requirements met, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12
Specialized Experience: One year of specialized experience which includes performing implementation and operating business systems such as: General Fund Enterprise Business System (GFEBS); utilizing financial platforms such as: G-Invoicing; applying concepts of financial management and audit compliance to develop financial policies for program effectiveness; and reviewing and analyzing submitted budget and financial documentation. This specialized experience is equivalent to the GS-11 grade level in the Federal service.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
