You will serve as a ENGINEER OR SCIENTIST in the Strategic Submarine (SSBN) and In-Service Platform Engineering Branch at Naval Base Newport, Rhode Island of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15. The ND-4 pay band encompasses positions equivalent to the GS-12 and GS-13.
Duties
You will as professional senior Engineer or Scientist perform a variety of tasks coordinating the successful transition of the U.S. New Construction Strategic Deterrent submarines to the Operations and Sustainment phase of the acquisition process
You will conduct research/analysis of current systems engineering, development, and systems engineering management processes and practices, as
wells as possible alternate methods
You will communicate the analysis results to the Ship Acquistion Program Manager and Ship Program Manager and make recommendations for the adoption of competitive methods.
You will be responsible for identifying opportunities for common design practices, meetings, or processes to reduce the demands on Participating Acquisition Resource Manager resources.
You will be responsible for ensuring that design artifacts required during sustainment and modernization efforts are addressed during new construction.
You will identify new construction practices that can be used to improve and/or expedite modernization efforts.
You will be responsbile for identifying cost sharing opportunities between the IN-SERVICE and NEW Construction where acquistion materials would be found mutually benenificial.
You will identify opportunities or leads for new technology introduction, proofs of concept, expanded use of internal and external facilities for support of strategic initiatives, and Capital Investment Plans.
You will provide high-level briefings and reports to various offices within the organization, manangement, high-level Navy personnel, and representatives from industry on technical subjects relating to Combat Systems.
You will be required to demonstrate technical and programmatic expertise of Non-propulsion Electronics Subsysystems in respect to their operation, function, design, and architecture.
You will be required to demonstrate experience analyzing complex problems, developing options, and make recommendations to senior management.

Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), Mathematics (1520 Series) ,or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. To Qualify for the ND-05 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower ND-04 (GS-12/13 Equivalency) pay band in the federal service or equivalent experience in the private or public sector as a professional ENGINEER OR SCIENTIST: analyzing or applying systems engineering processes or practices to identify new opportunities or improve technical design or modernization efforts of submarine combat systems for the support of program operations for an organization.
To Qualify for the ND-04 Position:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower ND-03 (GS-9-11 Equivalency) pay band in the federal service or equivalent experience in the private or public sector as a professional ENGINEER OR SCIENTIST: reviewing systems engineering processes or practices to identify new opportunities or make recommendations on modernization efforts of submarine combat systems for support of program operations for an organization.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
