About the Position: This position can be filled in ANY of the DHA Network duty locations: San Diego, CA; Fort Drum, NY; Fort Wainwright, AK; Las Vegas, NV; Eglin AFB, FL; Tyndall AFB, FL; Hurlburt Field, FL; Pensacola, FL. Location is negotiable once selected. This is not a 100% telework position, nor is it a remote location position. Supervisors may require you to report to your duty station more than twice per pay period.
Duties
Lead a team of Labor/Management-Employee Relations (L/MER) specialists who provide advisory and consultative services on complex agency matters related to conduct, performance, attendance, dispute resolution and labor relations.
Responsible for coaching and mentoring staff; ensuring staff members are trained to do assigned tasks; assisting staff with workload prioritization; balancing and distributing work amongst staff; etc.
Assess the potential impact of negotiations and third-party decisions, charges of unfair labor practices, negotiability issues, and impasse resolutions as they relate to organizational and mission goals.
Review and issue guidance to resolve unfair labor practice charges and complaints, arbitration, grievances, negotiability issues, and conformance of labor agreements with applicable laws and agency requirements.
Participate in meetings with management and union representatives in order to provide advice and counsel to managers relating to union matters.
Provide authoritative interpretation and instructions on laws, regulations, policies, and procedures, and advises on appropriate courses of action.
Perform special studies to analyze overall or program specific L/MER operations, to identify problem areas, and to develop solutions for improving efficiency, accuracy, and quality of services.
Conduct staff assistance visits to evaluate the effectiveness of operating programs and consistency with prescribed policies and practices.
Perform quality review of disciplinary and conduct actions, negotiated settlement agreements, grievances, bargaining unit agreements, etc. Ensure actions are in accordance with applicable regulations, rules and guidance.
Prepare and conduct training to staff members and serviced organizations on a regular basis on L/MER related topics.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) researching and interpreting facts, legal precedents, and/or case law to recommend course of action to managers regarding employee relations (ER) or labor relations (LR) issues; 2) advising managers on discipline and other corrective techniques in response to conduct or performance issues; 3) advising employees and managers on union grievance procedures and options to resolve conflicts or problems; 4) utilizing office automation software to draft written ER or LR documents, such as removals, suspensions, responses to complaints, etc.; and 5) providing technical guidance, assistance, advice, or training to other employees regarding federal civilian ER or LR matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
