About the Position: Serve as a Marine Cargo Specialist, working with higher graded specialists, in planning and coordinating vessel operation plan and contract specifications for loading and/or discharging of Department of Defense-sponsored cargo through commercial ocean terminals

Duties

Prepare vessel stow plans (pre-stow and final) utilizing computerized stow planning and multiple software programs. Coordinate contractor's longshore manpower, equipment, and supply needs; and indicates cargo and conditions of loading. Responsible for planning and coordinating terminal operation functions. Inspect to assure that full consideration is given to type and compatibility of cargo stowed and ensures that cargo is loaded for ease of discharge and in the proper rotation for ports of discharge. Inspect ships' cargo holds for required cleanliness and conditions prior to and after loading/discharge operations and insures correction of inadequacies. Participate in planning conferences, concerning issues relative to transportation support, exercise operations, and movements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • Position is required to file a SF-450, Confidential Financial Disclosure Report.
  • Must be able to obtain and maintain a valid state or government driver's license.
  • Pre-appointment and annual physical will be required.
  • Must be HAZMAT certified. Failure to obtain certification within six months of appointment may result in an adverse action.
  • Position may require 25% travel time and participation in meetings, conferences, training classes, and to conduct assistance visits at other terminals and supported commands.
  • Position may require rotating shifts and other than normal duty hours.
  • Work conditions sometimes require the incumbent to work outside during all types of weather.
  • Must be able to board breakbulk ships, barges, and other type of vessels and be able to access all decks.
  • This position is designated Key. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority.
  • The position is designated "key", which requires the incumbent, or designated alternate, to be screened from military recall status. Incumbent cannot be a member of the National Guard or Reserves while in this position.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This position is obligated to another Federal employee and will have to be vacated if/when that employee returns.
  • This is a 13 Month Term position, and may be extended for up to six tears total.
  • Incumbent may be required to serve a 1-year Term Trial Period.

Specialized Experience: One year of specialized experience which includes (1) preparing preliminary cargo stowage plans, and/or (2) overseeing loading, stowage, and discharge operations to make certain that they conform to preliminary plans or authorizing necessary changes and preparing final plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). This experience must have involved vessels of at least 5,000 dead-weight tons. It must also clearly show a comprehensive knowledge of marine rules and regulations and the ability to plan, direct, organize, and coordinate cargo handling activities; to interpret and apply policies; to investigate operations and practices and resolve problems; and to establish and maintain effective work relationships. Experience in layout planning, ship-loading, and cargo handling may have been gained during such seagoing and marine terminal assignments as service in the U.S. Navy as a cargo officer, similar service in the Merchant Marines, or employment by commercial steamship lines. OR Education:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
