This position is located in the Department of Homeland Security, United States Coast Guard, Operational Logistics Command (LOGCOM), Contingency and Emergency Support in Norfolk, VA.
Duties
As a Contract Specialist, this position is responsible for this position is responsible for procurement of complex supplies, services, telecommunications equipment procurement, and oil spill clean-up services.

Qualifications
Basic Requirements for GS 12:All applicants must meet the following basic requirements: A 4-year course of study leading to a bachelor's degree with a major in any field;
ORAt least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore, courses completed at the DAU are not creditable towards meeting the 24-semester hour requirement, unless the course work has been evaluated by an accredited institution recognized by the U. S. Department of Education and appears on a college or university transcript.Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Minimum Qualifications:
GS 12: Applicants must possess one year of specialized experience equivalent to the GS-11 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include: The acquisition of supplies, services, minor construction, or emergency response to procure any commodity/service required support the Area of Responsibility (AOR); Using solicitation method or combination of methods, identified in the Federal Acquisition Regulation (FAR) implementing regulations. Conducting pre-bid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract. Soliciting bids/proposals/quotes for perspective contractors. Monitors contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired. Evaluates contractor performance and communicates with the contractor and the customer through telephone conversations, correspondence, reports, and site visits. Resolves scheduling problems, verifies deliveries, and monitors inspection and acceptance. Expertise to apply design-to-cost, life cycle cost, progress payments, incentive formulas, reliability and maintainability, variable quantity options, allowable costs, subcontracting, multiyear provisions, small business contracting, and other provisions adapted to the needs of the particular procurement. Served as a senior technical for the assigned contract, made decisions involving interpretation, analysis, and negotiation of contract terms and conditions; ensure technical decisions on the assigned projects are coordinated, and explained contracting regulations and policies to project personnel and contractors.
Selectee must meet position requirements for Federal Acquisition Certification in Contracting (FAC-C) Professional certification4 within 36 months as of entrance on duty.
