This position is located in Refugee, Asylum and International Operations, Asylum Division, Asylum Operations, Quality Assurance Branch in Camp Springs, Maryland. As an Asylum Officer, you will adjudicate the most complex cases, provide technical guidance on adjudication and interview techniques, assist with policy and program development and implementation, and maintain the integrity of U.S. immigration laws, regulations, policies and programs.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. As an Asylum Officer you are a crucial member of the Department of Homeland Security team tasked with defending our nation’s citizenship and immigration system. Typical assignments include: Analyzing the need for and preparing new or amended regulations, operating instructions, handbooks, forms, and other written materials to develop or change policies or procedures. Preparing or editing written reports, analyses, procedures, briefings, memoranda and correspondence in support of program management. Engaging with stakeholders and translating priorities into specific action(s), encouraging adherence to policies and achievement of goals. Coordinating the short- and long-term planning and management of new, substantive agency programs. Providing technical policy and procedural guidance and assistance to subordinate organizations, other government agencies, Congress and the public. Coordinating with internal and external law enforcement and intelligence community partners.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 04/26/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 04/26/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making final determinations on asylum or refugee benefits or writing final determinations with legal analysis to support decisions. Coordinating with law enforcement, intelligence community partners, or other agencies on matters relevant to national security or public safety. Analyzing or evaluating asylum or refugee adjudications processes with regard to production, quality, or service to the public. Providing guidance or direction in a wide variety of asylum or refugee laws, regulations, policies, or procedures to varied audiences. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Performing training or quality assurance activities to ensure compliance with relevant immigration laws, regulations, operational policy, administrative, or judicial decisions. Providing adjudications oversight, liaison, or evaluation activities for the Asylum Division or assisting in the overall management or technical direction of an Asylum Program. Providing subject matter expertise, technical guidance, or evaluation activities on a wide variety of immigration law, regulations, policies, or procedures. Liaising or collaborating with management, internal partners, or external entities.
